| Several Work Measures for Supporting the Innovation and Entrepreneurship of Foreign Talents in China (Tianjin) Pilot Free Trade Zone | | 关于支持自贸区外籍人才创新创业的若干工作措施 |
| For the purposes of implementing the spirit of the Notice by the Tianjin Municipal People's Government of Issuing the Measures for Supporting the Innovative Development of China (Tianjin) Pilot Free Trade Zone (No 27 [2019], Tianjin Municipal People's Government), creating an internationalized, market-oriented, and law-based business environment through more proactive measures for opening up, and further supporting the innovation and entrepreneurship of foreign talents in TJFTZ, the following work measures are hereby put forward: | | 为深入落实《天津市人民政府印发关于支持中国（天津）自由贸易试验区创新发展措施的通知》（津政发〔2019〕27号）精神，通过实施更加积极主动的开放举措，打造国际化市场化法制化的营商环境，进一步支持外籍人才在自贸区创新创业，现提出以下工作措施： |
| I. Supporting the relaxation of age requirements. Foreign talents who are in good health, have no record of violations of laws and regulations, and invest in the formation of enterprises and serve as legal representatives or general managers in TJFTZ, or foreign talents who meet the standards of foreign high-end talents (category A) and are employed in enterprises and public institutions in TJFTZ shall not be subject to age restrictions when applying for work permits for foreigners in China. The age limit for foreign talents who meet the standards of foreign professionals (category B) and hold middle and senior management or professional technical posts in enterprises and public institutions in TJFTZ may be raised to 65 years of age. | | 一、支持放宽年龄条件。身体健康、无违法违规记录，在自贸区投资创办企业并担任法人或总经理职务的外籍人才，或符合外国高端人才（A类）标准，受聘在自贸区企事业单位工作的外籍人才，办理外国人来华工作许可不受年龄限制。符合外国专业人才（B类）标准，受聘在自贸区企事业单位担任中高级管理或专业技术职务的外籍人才，年龄可放宽至65周岁。 |
II. Supporting students' innovation and entrepreneurship. Where outstanding overseas students who have obtained a university diploma at or above the undergraduate level from key domestic colleges and universities, or foreign students who have graduated from internationally renowned colleges and universities for not more than two years are employed by enterprises and public institutions in TJFTZ or engage in innovation and entrepreneurship activities in TJFTZ, they may apply for work permits. If there's not enough time for foreigners to go abroad to apply for work visas, they may, based on work permits and other materials, apply to the exit and entry administrative departments of the public security organs for work-class residence permits. The enterprises and public institutions that have undergone the recordation formalities with the exit and entry administrative departments of public security organs in TJFTZ may invite foreign students from overseas colleges and universities to come to Tianjin for internship.
．．．．．． | | 二、支持学生创新创业。在国内重点高等院校获得本科以上学历的外国优秀留学生，或在国际知名高校毕业不超过2年的外国学生，受聘在自贸区企事业单位工作，或在自贸区从事创新创业活动的，可办理工作许可，来不及出境办理工作签证的外国人可凭工作许可等材料向公安机关出入境管理部门申办工作类居留许可。自贸区内经公安出入境管理部门备案的企事业单位，可以邀请境外高校外国学生来津实习。
