| According to the provisions of Article 28 of the Cryptography Law of the People's Republic of China, the Ministry of Commerce and the State Cryptography Administration shall, according to the law, subject commercial cryptography with encrypted protection functionality relating to national security and public interests to import licensing and impose export control on commercial cryptography relating to national security and public interest, or with respect to which China has an international obligation. A list of commercial cryptography under import licensing and a list of commercial cryptography under export control shall be developed and issued by the Ministry of Commerce in conjunction with the State Cryptography Administration and the General Administration of Customs. For the purposes of effectively completing the transition and connection of the import and export administration work in respect of commercial cryptography, an announcement is hereby made as follows: | | 根据《中华人民共和国密码法》第二十八条的规定，商务部、国家密码管理局依法对涉及国家安全、社会公共利益且具有加密保护功能的商用密码实施进口许可，对涉及国家安全、社会公共利益或者中国承担国际义务的商用密码实施出口管制。商用密码进口许可清单和出口管制清单由商务部会同国家密码管理局和海关总署制定并公布。为了做好商用密码进出口管理工作的过渡和衔接，特公告如下。 |
I. Before a list of commercial cryptography under import licensing and a list of commercial cryptography under export control are issued and implemented, the import and export of commercial cryptography shall temporarily be subject to the administration of import and export licensing according to the law under the licensing conditions and procedures currently announced.
