| Several Measures of Dalian Area of the China (Liaoning) Pilot Free Trade Zone for Optimizing the Business Environment for Cross-Border Trade | | 中国（辽宁）自由贸易试验区大连片区优化跨境贸易营商环境若干措施 |
| For the purposes of implementing the decisions and arrangements of the CPC Central Committee, the State Council, the CPC Provincial Committee, the Provincial Government, the CPC Municipal Committee, and the Municipal Government in relation to optimizing the business environment, accelerating the improvement of cross-border trade facilitation in the Dalian Area of the China (Liaoning) Pilot Free Trade Zone (hereinafter referred to as the "FTZ"), effectively shortening the time for customs clearance at the port, improving the efficiency of customs clearance, and reducing costs of customs clearance, the following measures are developed based on the actual circumstances of the port,: | | 为贯彻落实党中央国务院、省委省政府、市委市政府关于优化营商环境的决策部署，加快提升中国（辽宁）自由贸易试验区大连片区（以下简称自贸区）跨境贸易便利化水平，切实压缩口岸通关时间，提升通关效率，降低通关成本，结合口岸实际，制定措施如下： |
| I. Raising the information-technology level of ports | | 一、提升口岸信息化水平 |
| 1. Advancing the work on electronic port operation documents. All the regulatory agencies at the port shall further enrich the types of electronic documents and widely promote electronic signature technology. For the business of import and export of seaborne containerized cargo, the achievement of the electronic circulation of container equipment interchange receipts and the information on container pick-up operations at ports shall be advanced. Shipping lines, import and export enterprises, port, yard, transportation, and other related enterprises shall be promoted in conducting logistics operations, such as declaration of operation plans and electronic data and review and settlement of fees, in the whole process in the unified port platform (unless hard-copy documents must be provided for special needs). (Responsible entities: the Municipal Port Bureau, the Dalian Customs District, and the Dalian Port Group) | | 1.推进口岸作业单证电子化工作。口岸各监管单位进一步丰富电子化支持文件类型，广泛推广电子签名技术。推进海运集装箱货物进出口业务实现集装箱设备交接单及港口提箱作业信息电子化流转。推动船公司、进出口企业、港口、场站、运输等相关企业在口岸统一平台上办理电子数据、作业计划申报、费用审结等全程物流操作（特殊需求必须提供纸质单证的除外）。（责任单位：市港口口岸局、大连海关、大连港集团） |
| 2. Promoting the application of international trade "single window." The improvement of the development and application of the functions of the Liaoning International Trade “Single Window” shall be accelerated, and so shall the advancement of the provision of port regulation electronic document data exchange services for all entities at no charge. The functions of the international trade “single window,” such as the application, inquiry, issuance and write-off in respect of automatic import licenses, shall be further improved. The limits on the time for and number of times of use of automatic import licenses shall be relaxed, online collection of automatic import licenses and online verification of certification results shall be energetically promoted, and the procedures for write-off of automatic import licenses shall be improved. (Responsible entities: the Municipal Port Bureau, the Dalian Customs District, the Municipal Bureau of Commerce, the Dalian Port Group) | | 2.推广国际贸易“单一窗口”应用。加快完善辽宁国际贸易“单一窗口”功能开发应用，加快推进为各单位免费提供口岸监管电子单证数据交换服务。进一步完善国际贸易“单一窗口”中自动进口许可证的申请、查询、签发、核销等功能。放宽自动进口许可证的使用时限及次数限制，积极推动自动进口许可证网上领取和认证结果联网核查，完善自动进口许可证的核销程序。（责任单位：市港口口岸局、大连海关、市商务局、大连港集团） |
| 3. Accelerating the development and upgrading of the Logistics Monitoring System to realize data transmission and information sharing between the Customs on the one side and enterprises and all port agencies on the other side. (Responsible entity: the Dalian Customs District) | | 3.加快“物流监控系统”的开发和升级，实现海关与企业、各口岸部门的数据传送和信息共享。（责任单位：大连海关） |
| II. Reducing the general time for customs clearance by one third | | 二、整体通关时间再压缩三分之一 |
4. Optimizing the process of customs clearance at the port. The implementation of all the tasks for in-deep integration of the Customs with inspection and quarantine shall be accelerated, the original items of Customs declaration as well as inspection and quarantine declaration shall be consolidated, the fixed-layout documents for customs declaration shall be adjusted, attached documents shall be consolidated, and the basic data structure of customs declaration forms shall be optimized; the in-deep integration of the Customs as well as inspection and quarantine risk business shall be advanced, and the Customs' capabilities to prevent and control security risk and manage emergencies shall be heightened; overall administration of enterprises' qualifications and centralized implementation of administration of enterprises' credit shall be achieved; the subsequent regulatory operation mechanism shall be optimized to enhance the efficiency of subsequent regulation; and a new port regulation mode with unified business structure, unified administration, and unified system shall be established, and the focus shall be on raising the level of border security and prevention and control of risk. "Unified declaration documents, unified operation system, unified risk research and judgment, unified issuance of instructions, and unified on-site law enforcement" shall be achieved as soon as possible. ．．．．．． | | 4.优化口岸通关流程。加快落实关检深度融合各项任务，整合原报关、报检项目，调整报关单版式文件，整合随附单证，优化报关单基础数据结构；推进关检风险业务深度融合，提升海关安全风险防控和应急管理能力；实现统筹开展企业资质管理和归口实施企业信用管理；优化后续监管运行机制，提升后续监管效能；构建业务架构统一、管理统一、系统统一的口岸监管新模式，着力提升国门安全和风险防控水平。尽快实现“统一申报单证、统一作业系统、统一风险研判、统一指令下达、统一现场执法”.（责任单位：大连海关）
