| For purposes of carrying out the spirit of the Notice of the State Council on Popularizing Replicable Pilot Reform Experience of China (Shanghai) Pilot Free Trade Zone (No. 65 [2014], State Council), and promoting the rapid and sound development of the financial leasing industry, the Ministry of Commerce has decided to popularize across the country the pilot reform experience of the financial leasing industry in China (Shanghai) Pilot Free Trade Zone, permit financial leasing companies' concurrent commercial factoring business operations relating to the main businesses, and set no restriction to the minimum registered capital for the formation of branch offices by financial leasing companies. You are hereby notified of the relevant matters as follows: | | 为贯彻落实《国务院关于推广中国（上海）自由贸易试验区可复制改革试点经验的通知》（国发〔2014〕65号）精神，推动融资租赁行业快速健康发展，商务部决定将中国（上海）自由贸易试验区融资租赁行业改革试点经验在全国范围内推广，允许融资租赁公司兼营与主营业务有关的商业保理业务，融资租赁公司设立子公司不设最低注册资本限制。现将有关事项通知如下： |

All local commerce departments shall effectively guide and coordinate policies on the plan for the financial leasing industry in their administrative regions, sufficiently apprehend the important role of financial leasing in promoting industry innovation and upgrading, expanding financing channels for medium, micro and small enterprises, driving the development of emerging industries, and promoting the adjustments in economic structure, and other aspects, endeavor to create an environment conducive to the development of the financial leasing industry, and promote the rapid and sound development of the financial leasing industry in their administrative regions.
