| For the purposes of fully implementing the requirements of the Action Plan for Harmonization of Standards for Jointly Building the Belt and Road (2018-2020) and improving or raising the capability and level of the standardization work in the industrial sector and the telecommunications industry to serve the Belt and Road Initiative, the following implementation opinions are offered. | | 为全面落实《标准联通共建“一带一路”行动计划（2018-2020年）》要求，提升工业通信业标准化工作服务于“一带一路”建设的能力和水平，提出如下实施意见。 |

| Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era shall be regarded as the guidance, the spirit of the 19th CPC National Congress shall be thoroughly implemented, based on the Belt and Road Initiative and the actual standardization work in the industrial sector and telecommunications industry, with a focus on the improvement of the quality and benefits of international cooperation in production capacity and equipment manufacturing and the exchange and sharing of information, the top-level design for harmonization of standards shall be enhanced, the efforts to conduct standardization exchange and cooperation with the countries along the Belt and Road shall be intensified, the organic connection and coordinated development between the systems of standards of China and key countries along the Belt and Road shall be promoted, and essential guarantees and technical support shall be provided for the Belt and Road Initiative. | | 以习近平新时代中国特色社会主义思想为指导，深入贯彻落实党的十九大精神，立足工业通信业领域“一带一路”建设及标准化工作实际，以提高国际产能和装备制造合作、信息互通共享的质量与效益为重点，强化标准联通顶层设计，加大与“一带一路”沿线国家的标准化交流合作力度，促进我国与沿线重点国家标准体系的有机衔接与协同发展，为“一带一路”建设提供基础保障和技术支撑。 |

| The principal role of enterprises and the guidance by the government: The decisive role of the market in resource allocation shall be exploited, the principal role of enterprises in implementing and applying standards shall be enhanced, the inherent motivation of enterprises shall be stimulated, and the achievement of cooperation and reciprocity in standards shall be promoted. | A demand-oriented approach and a works-driven approach: The focus shall be on demand for the development of the Belt and Road Initiative and multi-party cooperation to ensure the orderly advancement of international cooperation in production capacity and equipment manufacturing and the exchange and sharing information. Relying on major works, the level of standardization cooperation shall be raised, and the common improvement of industries in countries along the Belt and Road shall be promoted. | | 需求导向、工程牵引。聚焦“一带一路”建设发展需求，多方协作，保障国际产能和装备制造合作、信息互通共享有序推进。依托重大工程，提升标准化合作层次和水平，促进沿线国家产业共同提升。 |
| Overall advancement and highlighting priorities: An analysis of the systems of standards of countries along the Belt and Road shall be conducted in depth, the promotion of the integration of the systems of standards shall be accelerated, and by applying and implementing foreign language versions of standards, mutual recognition of standards, and other means, the capabilities to guarantee that standards serve the Belt and Road Initiative shall be improved. | | 整体推进，突出重点。深入开展“一带一路”沿线国家标准体系分析，加快推动标准体系对接，运用实施标准外文版、标准互认等手段，提升标准服务“一带一路”建设的保障能力。 |

| By 2020, a new pattern of Belt and Road standardization cooperation featuring opening, inclusiveness, harmonization, and achievement sharing will have been developed, the level of compatibility between Chinese standards on the one hand and international standards and other countries' systems of standards will have continued to be raised, and the efficiency of China's brands of standards will have been significantly improved. Not less than 80 international standards will have been developed jointly with countries along the Belt and Road, and 400 or more development plans for foreign language versions of standards will have been arranged in a systematic manner; the fields for mutual recognition of standards will have been increased, and a group of mutually recognized standards will have been developed; a group of advanced Chinese standards will have been applied in the Belt and Road Initiative; and an integration and cooperation mechanism for the systems of standards of key countries along the Belt and Road will have been basically established. | | 到2020年，基本形成开放包容、互联互通、成果共享的“一带一路”标准化合作新局面，中国标准与国际标准和各国标准体系兼容水平不断提高，中国标准品牌效益明显提升。与“一带一路”沿线国家共同制定国际标准80项以上，成体系部署标准外文版研制计划400项以上；标准互认领域不断扩大，形成一批互认标准；一批先进中国标准在“一带一路”建设中得到应用；与“一带一路”沿线重点国家的标准体系对接合作机制基本建立。 |

| The integration of standardization work into China-Africa, China-Europe, China-Russia, China-Japan-Korea, China-ASEAN, China-Central Asia and other bilateral and multilateral cooperation mechanisms in the industrial sector and communications industry, establish a closer standardization cooperation mechanism, and promote the integration of standardization strategies, policies, measures and projects in all aspects. Industry associations, specialized standardization institutions and so forth shall be supported in establishing a standardization cooperation platform linking governments and enterprises on both sides directed at key countries along the Belt and Road, enterprises shall be organized and guided in chain transfer and clustering development, and the organic connection between standards shall be promoted. | With a focus on the economic and trade exchanges and project cooperation in the industrial sector and communications industry, relevant industry associations and enterprises, among others, shall be supported in organizing a comparative analysis of international and foreign technical regulations, systems of standards, and standards, directed at key countries along the Belt and Road and regional and international standardization organizations, actively adopting international standards and advanced foreign standards, and improving the harmony between China's system of standards and those of key countries and regions along the Belt and Road. | In the key fields of cooperation in advantageous production capacity and equipment manufacturing, domestic leading enterprises and industries' backbone enterprises shall be encouraged to strengthen the top-level design of standardization, carry out translation, comparison and applicability verification of standards, actively adopt China's advanced standards in the design and development, raw material procurement, production and processing, inspection and testing, and after-sales services and other links of cooperation projects, and improve the quality and benefits of international cooperation in production capacity and equipment manufacturing. | | 在优势产能与装备制造合作重点领域，鼓励国内领军企业与行业骨干企业加强标准化顶层设计，开展标准翻译、比对和适用性验证工作，在合作项目的设计研发、原料采购、生产加工、检验检测和售后服务等各环节积极采用中国先进标准，提高国际产能和装备制造合作的质量和效益。 |

—Building materials field: Based on the status quo of China's construction of production lines in cement, glass, ceramics, wall materials and other industries in countries along the Belt and Road, China's standards in advanced engineering design, technical equipment, products and other aspects in this field shall be promoted in “heading overseas” in set or as systems; the development of international standards for glass fiber, industrial ceramics, thermal insulation materials, and other industries shall be strengthened, so as to promote capacity cooperation and smooth trade; and the establishment of a system of "Internet trading platform plus overseas warehouse" and "Internet plus global operation management" service standards shall be explored, so as to support the construction of a “Network Silk Road” for the building materials industries.
