| Announcement on Effectively Implementing the Provisions on the Administration of Entry-Exit Quarantine Treatment | | 关于做好《出入境检疫处理管理工作规定》实施有关工作的公告 |
| The Provisions on the Administration of Entry-Exit Quarantine Treatment (Announcement No. 115, [2017], hereinafter referred to as the “Provisions”) shall formally come into force on March 1, 2018. To ensure the effective implementation of relevant policies and provisions, the relevant work requirements are hereby further clarified as follows: | | 《出入境检疫处理管理工作规定》（质检总局2017年第115号公告，以下简称《规定》）将于2018年3月1日起正式施行，为确保相关政策规定落实到位，现将有关工作要求进一步明确如下： |
| I. Requirements for the Quarantine Treatment Documents and Process Management | | 一、检疫处理单证及流程管理要求 |
| (1) Where quarantine treatment business in “Annex 1” in which the quarantine treatment objects are “means of transport” and quarantine treatment indications are “3. Vehicles entering China” and “4. Vehicles leaving China with animals” is involved, the inspection and quarantine institutions may, under the principle of facilitating customs clearance and on the basis of effectively notifying administrative counterpart and conducting supervision and administration of the quarantine treatment entities, simplify the quarantine treatment process and don't have to issue a Notice of Inspection and Quarantine Treatment, and the quarantine treatment entity shall be exempted from submitting a report on quarantine treatment results on a vehicle-by-vehicle basis. | | （一）对涉及“附件1”中检疫处理对象为“运输工具”、检疫处理指征为“3、进境汽车”和“4、装载动物的出境汽车”的检疫处理业务，检验检疫机构可以依据便利通关的原则，在做好告知行政相对人并对检疫处理单位监督管理的基础上，简化检疫处理流程，免于签发《检验检疫处理通知书》，检疫处理单位免于逐车提交检疫处理结果报告单。 |
| Except for the exceptions as specified in Article 8 of these Provisions and the circumstances as specified in the preceding paragraph, a Notice of Inspection and Quarantine Treatment shall also be issued to the inspection and quarantine department of other quarantine treatment business, including the goods (e.g. waste and worn articles, etc.) in specific need of quarantine treatment before inspection, in accordance with the laws, regulations and quarantine treatment indications. | | 除《规定》第八条“除外”的情况和上款所列情况外，对其他检疫处理业务检验检疫部门均应出具《检验检疫处理通知书》，包括按照法律法规和检疫处理指征，在查验前就明确需要实施检疫处理的货物（如废旧物品等）。 |
| (2) The inspection and quarantine personnel shall design the Notice of Inspection and Quarantine Treatment in strict accordance with the specifications to achieve complete contents and accurate wording. The person in charge of the means of transport, owner of goods or agent thereof shall be entered in the name of the Notice of Inspection and Quarantine Treatment; the treatment object shall be specific and definite, and the number of containers involved for which treatment is required shall be indicated; the reasons for treatment shall correspond to the indications for quarantine treatment; and the treatment methods shall be explicitly designated by the inspection and quarantine department. | | （二）检验检疫人员应严格按照规范拟制《检验检疫处理通知书》，做到内容完整、用词准确。《检验检疫处理通知书》抬头应填写交通工具负责人、货主或代理人；处理对象应具体明确，涉及集装箱的应备注需要处理的集装箱号；处理原因应对应检疫处理指征；处理方法应由检验检疫部门明确指定。 |
| (3) The inspection and quarantine personnel may issue the Notice of Inspection and Quarantine Treatment on the spot, but shall undergo the formalities of obtaining and canceling blank certificates in accordance with the relevant provisions of the Measures for the Administration of the Issuance of Entry-exit Inspection and Quarantine Certificates. | | （三）检验检疫人员可以现场签发《检验检疫处理通知书》，但应按照《出入境检验检疫签证管理办法》的相关规定完成空白证单领用、核销等手续。 |
| (4) Where the Notice of Inspection and Quarantine Treatment is delivered electronically through the computer system and satisfies the requirements for paperless business process and electronic management of certificates, the inspection and quarantine department is not required to issue any paper Notice of Inspection and Quarantine Treatment any more. | | （四）对于《检验检疫处理通知书》通过计算机系统电子化推送，且符合业务过程无纸化和签证电子化管理要求的，检验检疫部门可以不再出具纸质《检验检疫处理通知书》。 |
| (5) Where the quarantine treatment indications are met in the process of examination of documents and clearance, quarantine treatment shall be implemented as required. | | （五）在实施审单放行过程中，符合检疫处理指征的，应该按规定实施检疫处理。 |
