| For purposes of implementing the spirit of the Notice of the State Council on Issuing the Framework Plan for China (Zhejiang) Pilot Free Trade Zone (No. 16 [2017], State Council) and the relevant decisions and deployment of the provincial party committee and the provincial government, fully maximizing the functional role of industrial and commercial administration, and fully supporting the construction and development of China (Zhejiang) Pilot Free Trade Zone (“ZJFTZ”), ,the following supporting opinions are hereby offered. | | 为贯彻落实《国务院关于印发中国（浙江）自由贸易试验区总体方案的通知》（国发〔2017〕16号）精神和省委省政府有关决策部署，充分发挥工商行政管理职能作用，全力支持中国（浙江）自由贸易试验区（以下简称自贸试验区）建设与发展，现提出如下支持意见。 |
| I. Delegating the power of enterprise registration and administration to lower levels. The market supervision department of ZJFTZ shall be allowed to exercise the registration management power of the following companies in ZJFTZ: first, a company in which the state-owned assets supervision and administration institution of the provincial people's government, or another department or institution authorized by the provincial government performs the functions of a capital contributor and any company which is invested in and formed by such a company as a shareholder holding more than 50% of the shares thereof; second, a company that is invested in by a natural person, and that is a limited liability company with a registered capital of more than 0.2 billion yuan (including the figure, here and below) or a company limited by shares established with a registered capital of more than 0.1 billion yuan; and third, a wholly owned or holding company invested in and formed by a provincial public institution legal person, social organization, or unincorporated enterprise legal person. | | 一、下放企业登记管理权限。授予自贸试验区市场监管部门行使区内下列公司登记管理权限：一是省政府国有资产监督管理机构、省政府授权投资的其他部门或机构履行出资人职责的公司以及该公司投资设立并持有50%以上股份的公司；二是自然人投资的，注册资本2亿元以上（含本数，下同）的有限责任公司或发起设立且注册资本1亿元以上的股份有限公司；三是省属事业单位法人、社会团体、非公司制企业法人投资设立的全资或控股公司。 |
II. Relaxing restrictions on enterprise name registration. Enterprises in ZJFTZ shall be allowed to be named after “China (Zhejiang) Pilot Free Trade Zone,” “ZJFTZ” and other signs and use the industrial statements reflecting the functions and features of ZJFTZ in the enterprise names. The Market Supervision Administration of Zhoushan City shall be allowed to exercise the power of pre-approval for the aforesaid enterprise names. Zhoushan shall be supported in promoting the reform on the enterprise name registration system in ZJFTZ, so as to simplify the procedures for the pre-approval of names, and implement the independent declaration and registration system for enterprise names.
．．．．．． | | 二、放宽企业名称登记限制。允许自贸试验区内的企业取冠“浙江自由贸易试验区”“浙江自贸区”等字样的名称，并可在企业名称中使用体现自贸试验区功能特点的行业表述。允许舟山市市场监督管理局行使上述企业名称的预先核准权。支持舟山在自贸试验区推行企业名称登记制度改革，简化名称预先核准程序，推行企业名称自主申报登记制度。
