Guiding Opinions of the Ministry of Human Resources and Social Security on Establishing a Unified National Platform for Social Security Public Services

Human resources and social security departments (bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government, and Xinjiang Production and Construction Corps; and all entities under the Ministry of Human Resources and Social Security: 各省、自治区、直辖市及新疆生产建设兵团人力资源社会保障厅(局),部属各单位:
Social insurance public service platforms are a vehicle to provide social insurance public services (in these Guiding Opinions, “social insurance” means pension insurance, unemployment insurance, and work-related injury insurance), important links for the Party and the government to connect the public, and direct windows for the public to feel the sense of gains, happiness, and security. Since the 18th CPC National Congress, all regions have conscientiously implemented the decisions and arrangements of the CPC Central Committee and the State Council and further advanced the “Internet plus government services,” and the standardization, informationization, and specialization of social insurance public service platforms have been continuously strengthened, enabling the public to enjoy more convenient services. Nevertheless, there persist problems such as decentralized management of social insurance public service platforms, complicated information systems, diverse standards of services, difficulty in coordinating business, and unsound risk prevention and control systems. For the purposes of speeding up the implementation of the decisions and arrangements of the 19th CPC National Congress related to the establishment of a unified national platform for social insurance public services and improving the equalization and easy accessibility of social insurance public services, the following opinions are hereby offered. 社会保险公共服务平台是提供社会保险公共服务的载体(文中“社会保险”指养老保险、失业保险、工伤保险,下同),是党和政府联系群众的重要纽带,是人民群众体会获得感、幸福感、安全感的直接窗口。党的十八大以来,各地区认真贯彻党中央、国务院决策部署,深入推进“互联网+政务服务”,社会保险公共服务平台的规范化、信息化、专业化建设不断加强,人民群众享受到了更加便捷的服务。但同时,社会保险公共服务平台管理分散、信息系统繁杂、服务标准不统一、业务协同困难、风险防控体系不健全等问题仍然存在。为加快落实党的十九大关于建立全国统一的社会保险公共服务平台的决策部署,提升社会保险公共服务均等化和便捷化水平,现提出以下意见。
I. General requirements   一、总体要求
1. Guiding ideology. The spirit of the 19th CPC National Congress and the Second and Third Plenary Sessions of the 19th CPC Central Committee shall be fully implemented, Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era shall be the guidance, the people-centered development thinking shall be adhered to, the arrangements and requirements in the field of social insurance in connection with the reform of “simplifying procedures, decentralizing powers, combining decentralization with appropriate control, and optimizing services” shall be implemented in depth, a problem-oriented approach shall be adhered to, a precision endeavor shall be made, requirements for public convenience for approval services and "Internet plus government services" shall be advanced, and the establishment of a unified national platform for social insurance public services shall be accelerated, so as to integrate handling resources, innovate service modes, optimize business processes, integrate online and offline services in depth, and continually enhance the satisfaction and sense of gains of the public. (一)指导思想。全面贯彻落实党的十九大和十九届二中、三中全会精神,以习近平新时代中国特色社会主义思想为指导,坚持以人民为中心的发展思想,深入贯彻落实“放管服”改革在社会保险领域的部署要求,坚持问题导向,突出精准发力,推进审批服务便民化和“互联网+政务服务”要求,加快建立全国统一的社会保险公共服务平台,整合经办资源,创新服务模式,优化业务流程,线上线下服务深度融合,不断增强群众满意度和获得感。
2. Basic principles. (二)基本原则。
Adhering to unification and standardization: The top-level design shall be strengthened, the system of standards shall be improved, and the service image, matters, processes, and standards of platforms at all levels shall be gradually unified, so as to create a new pattern of social insurance handling services nationwide. 坚持统一规范。加强顶层设计,健全标准体系,逐步统一各级平台的服务形象、服务事项、服务流程和服务标准,构建全国社会保险经办服务一盘棋新格局。
Adhering to resource integration: With a focus on the difficulties and bottlenecks such as separation of handling institutions, dispersion of service resources, and ineffective information sharing, the advancement of the integration of handling institutions, service sites, and information systems shall be accelerated, so as to enhance service capacity and comprehensive management. 坚持资源整合。聚焦经办机构分设、服务资源分散和信息共享不畅的难点和痛点,加快推进经办机构、服务场所和信息系统整合,提升经办服务能力和综合管理水平。
Adhering to innovation as the forerunner: The innovative application of information technology such as the Internet, big data, and artificial intelligence in platform construction shall be strengthened, business interconnection and coordinated sharing shall be advanced, and the mode of handling services shall be optimized. 坚持创新引领。强化互联网、大数据、人工智能等信息技术在平台建设中的创新应用,推进业务互联互通、协同共享,优化经办服务模式。
Adhering to overall joint action: The focus shall be placed on combining centralization with decentralization, and overall advancement across the country and hierarchical and concurrent building shall be conducted, so as to shape a working mechanism for overall coordination of division of labor, departmental collaboration, vertical and horizontal joint action, and regional coordination. 坚持统筹联动。注重统分结合,全国整体推进、分级同步建设,形成分工负责、部门协作、上下联动、地区协同的统筹协调工作机制。
Adhering to risk controllability: The classification and management of risk prevention and control shall be gradually improved, the allocation of positions with clear powers and responsibilities which supervise each other shall be strengthened, and a social insurance credit management system shall be established and improved, so as to ensure the smooth operation of the platform. 坚持风险可控。逐步完善风险防控分类与管理,加强权责分明、相互监督的岗位配备,建立健全社会保险信用管理体系,确保平台运行平稳。
3. Work objectives. In reliance on the nationwide integrated social insurance handling service system and information system, with social security cards as the vehicle, guaranteed by standards and specifications, window service, online service, mobile service, telephone service, self-service, and other manners shall be adopted to achieve the interconnection between the national social insurance information systems and data, promote the unified handling of social insurance public service matters, business coordination, and information sharing matters across regions, departments, and levels, and promptly establish a connection with the National Government Service Platform, so as to achieve “all-in-one-number application,” “all-in-one-window acceptance," "all-in-one website," and "all-in-one card” and provide entities and individuals participating in insurance with full-network, full-process, indiscriminating, convenient, and easy services. (三)工作目标。以全国一体的社会保险经办服务体系和信息系统为依托,以社会保障卡为载体,以标准规范为保障,采用窗口服务、网上服务、移动服务、电话服务、自助服务等多种方式,实现全国社会保险信息系统和数据互联互通,推动跨地区、跨部门、跨层级社会保险公共服务事项的统一经办、业务协同和信息共享,及时与国家政务服务平台对接,实现“一号申请”“一窗受理”“一网通办”和“一卡通用”,为参保单位和人员提供全网式、全流程、无差别的方便快捷服务。
Before the end of 2019, a master plan will have been developed, a list of social insurance public service matters and service guidelines will have been prepared, service image, service matters, service processes, and service standards will be gradually unified, the application of electronic permits and business licenses, electronic documents, and electronic seals, among others, in the field of social insurance will have been advanced, and the National Online Platform for Social Insurance will initially have had functions such as information search, transfer, and self-service certification and have been interfaced with the National Government Service Platform and all regional information platforms. 2019年底前,完成总体规划,编制社会保险公共服务事项目录清单和办事指南,逐步统一服务形象、服务事项、服务流程和服务标准,推进电子证照、电子文书、电子印章等在社会保险领域的应用,国家社会保险公共服务平台初步具备信息查询、转移接续、自助认证等功能,实现与国家政务服务平台、各地区信息平台对接。
Before the end of 2020, the functions of handling institutions will have been integrated, the names of handling institutions will have been standardized, all regional information platforms will have been interfaced with the National Online Platform for Social Insurance as much as possible, all online service matters will have been made available online as much as possible, the core organizational structure system, technical support system, system of standards and specifications, coordinated management system, and risk prevention and control system of the platforms will have been continually improved, and a unified national platform for social security public services will have been basically completed. 2020年底前,整合经办机构职能,规范经办机构名称,各地区信息平台与国家社会保险公共服务平台应接尽接、网上服务事项应上尽上,平台核心的组织架构体系、技术支撑体系、标准规范体系、协同管理体系、风险防控体系不断完善,全国统一的社会保险公共服务平台基本建成。
Before the end of 2022, the unification of standards for, overall linkage between, and business coordination related to nationwide social insurance service matters will have been basically achieved, and the a unified national platform for social insurance public services will have been fully established and have integrated online and offline resources in depth, had sounder functions, continually optimized its services, and achieved online operation and supervision in the whole process. 2022年底前,全国范围内社会保险服务事项基本做到标准统一、整体联动、业务协同,全国统一的社会保险公共服务平台全面建成,线上线下深度融合,功能更加完善,服务持续优化,实现全程网上运行和监督。
