上海国检局关于在上海自贸试验区实施海运进境集装箱空箱检验检疫便利化措施的公告

为进一步提升上海自贸试验区海运进境空箱（以下简称为“进境空箱”）流转速度，提高上海口岸贸易便利化水平，上海出入境检验检疫局（以下简称“上海国检局”）根据《进出境集装箱检验检疫管理办法》（质检总局第17号令）等相关规定，深化职能转变，增强企业主体责任，在确保有效监管的原则下，对自贸试验区进境空箱检验检疫工作实施“自愿申请＋综合评级＋分类监管＋少检多放”便利化措施，具体如下：
　　一、适用对象
适用对象为所有在自贸试验区范围内经营海运进境空箱业务的空箱运输经营人（以下简称为“空箱经营人”）。
空箱经营人是指对海运进境空箱具有所有权或经营权，对海运进境空箱的安全及清洁卫生承担企业主体责任的企业法人。
　　二、便捷化措施
上海国检局对主动提出申请的空箱经营人企业进行综合评定，依据评定的企业等级，作为对空箱经营人实施不同类别便利化措施的主要依据：
（一）A类
1.检验检疫机构对其所经营的进境空箱降低港区查验比例，以提单号为单位进行抽批查验；
2.其所经营的进境空箱可申请直接提运至经检验检疫机构能力评估通过的场站，由经检验检疫机构培训合格的场站相关人员进行查验，定期上报查验结果，检验检疫机构进行抽查监管；
