| Article 1 For purposes of promoting the capital's economic development and encouraging transnational corporations to set up regional headquarters in Beijing, these Provisions are formulated in accordance with the relevant laws and regulations and in consideration of the actual situation of Beijing. | | 第一条 为促进首都经济发展，鼓励跨国公司在京设立地区总部，根据有关法律法规，结合本市实际，制定本规定。 |

| Article 2 The term “regional headquarters of a transnational corporation” (hereinafter referred to as the “regional headquarters”) as mentioned in these Provisions refers to a sole head office registered and set up by a foreign transnational corporation in the form of investment or authorization in Beijing, which exerts the function of management and service on the enterprises within the administrative region of one or more countries. The regional headquarters registered and set up in Beijing by the transnational corporations in Hong Kong, Macao and Taiwan shall be analogically governed by these Provisions. | | 第二条 本规定所指跨国公司地区总部（以下简称地区总部），是指外国跨国公司以投资或授权形式在本市注册设立的，对在一个或一个以上国家行政区域内的企业行使管理和服务职能的唯一总机构。香港、澳门、台湾地区的跨国公司在本市注册设立的地区总部，参照本规定执行。 |
The regional headquarters of foreign-funded financial institutions set up in Beijing shall apply the provisions of relevant policies in Beijing on promoting financial development. | |
在本市设立的外资金融机构地区总部适用本市有关促进金融发展的政策规定。 |

| Article 3 The regional headquarters newly incorporated in Beijing or newly moved into Beijing after January 1, 2009 and with a registered capital at or above RMB 100 million yuan shall be given subsidies of different amounts in accordance with the amount of their registered capital, and the subsidies shall be granted in three years. | | 第三条 对2009年1月1日以后在京新注册设立或新迁入京的，注册资本在1亿元人民币（含1亿元人民币）以上的地区总部，按注册资本金额给予不同档次资金补助，补助分3年发放。 |
For a regional headquarters of which any single increase of registered capital reaches the prescribed level, it shall be given a subsidy for the difference according to the corresponding standard. | |
对一次性增资达到规定档次的地区总部，按相应标准给予差额补助。 |

| Article 4 Where a regional headquarters newly incorporated in Beijing or newly moved into Beijing rents any office, it shall be given a rent subsidy for a consecutive three years. For a regional headquarters applying for an office rent subsidy, the lease period shall not be less than three years; during the period of subsidy, it shall not lease or sublease the office for its own use or change the purpose of the office; if it violates the aforesaid provisions, it shall refund the subsidy it has been granted. This Article shall be piloted in Chaoyang district. The government of Chaoyang district shall be responsible for the implementation thereof, and other districts or counties may implement the Article by reference. | | 第四条 对在京新注册设立或新迁入京的地区总部租用办公用房的，连续3年给予租金补助。申请租房补助的地区总部，租用期应不少于3年；享受补助期间，不得将自用办公用房出租、转租或改变其用途；违反上述规定的，应当退还已获得的补助。本条款在朝阳区试点，由朝阳区政府负责落实，其他区县可参照执行。 |

| Article 5 Where a regional headquarters newly incorporated in Beijing or newly moved into Beijing after January 1, 2009 or the research and development center it established builds or purchases any office, it may be given a lump-sum subsidy. The regional headquarters enjoying the subsidy shall not sell or lease the office or change the purpose of the office within five years. If it violates the aforesaid provisions, it shall refund the subsidy it has been granted. | | 第五条 对2009年1月1日以后在京新注册设立或新迁入京的地区总部及其设立的研发中心自建或购买办公用房的，可享受一次性补助。享受补助的地区总部，5年内不得对外出售、出租办公用房或改变其用途。违反上述规定的，应当退还已获得的补助。 |

| Article 6 From 2009, for a regional headquarters of which the annual business revenue reaches RMB 100 million yuan or more for the first time, it shall be given a reward of different levels according to its business revenue, to be granted in three years. | | 第六条 从2009年度起，对年营业收入首次超过1亿元人民币（含1亿元人民币）以上的地区总部，按营业收入给予不同档次资金奖励，奖励分3年发放。 |

Article 7 The regional headquarters may engage, as permissible by law, in investment and management decision-making, production and operation management, capital operation, financial management, technical support, research and development, marketing services, import, export, domestic distribution, logistics and distribution services, and information services, or undertake outsourcing services and staff training and management inside the transnational corporation or of other companies abroad, as well as other business, management and service activities as permitted by laws, regulations and rules.
