| For the purposes of further regulating the balance-of-payments statistical declarations via banks, improving the rules for balance-of-payments statistics declarations, and facilitating the accurate understanding of specific declaration requirements by all branches and sub-branches of the SAFE, domestic banks and declarers, the SAFE has revised the Guidelines for the Balance-of-Payments Statistical Declarations via Banks (2019 Version) (hereinafter referred to as the “Guidelines,” see Annex 1), and the major revisions are as follows (see Annex 2 for the explanation on revisions). | | 为进一步规范通过银行进行国际收支统计申报业务，完善国际收支统计申报制度，便于国家外汇管理局各分支局、境内银行以及申报主体更准确地理解申报的具体要求，国家外汇管理局修订形成《通过银行进行国际收支统计申报业务指引（2019年版）》（以下简称《指引》，见附件1），主要修订内容如下（修订说明见附件2）。 |

| (2) Adding a requirement for the declaration of securities investment channels such as Shenzhen-Hong Kong Stock Connect, Bond Connect, investment in the interbank bond market by foreign institutional investors, mutual recognition of funds between the Mainland and Hong Kong, panda bonds and depositary receipts. | | （二）新增关于深港通、债券通、境外机构投资者投资银行间债券市场、内地与香港基金互认、熊猫债以及存托凭证等证券投资渠道的申报要求。 |
