| The competent departments of land and resources of all provinces, autonomous regions, and municipalities directly under the Central Government: | | 各省、自治区、直辖市国土资源主管部门： |
| For the purposes of profoundly implementing the decisions and arrangements of the State Council for streamlining administrative procedures, decentralizing powers, combining decentralization with appropriate control, and optimizing services, in accordance with the relevant provisions of the Mineral Resources Law of the People's Republic of China, the Measures for the Administration of the Registration of Mineral Resource Exploration Blocks, the Measures for the Registration of Mineral Resources Exploitation, the Measures for the Transfer of Prospecting Rights and Mining Rights and other laws and regulations, as well as according to the requirements of the Notice of the General Office of the State Council on Matters concerning Effectively Conducting the Review of Administrative Regulations, Departmental Rules and Documents (No. 12 [2016], General Office of the State Council), on the basis of a comprehensive review of relevant provisions on the mineral right application documents, upon review, summarization, streamlining, improvement, and detailed classification, the Ministry of Land and Resources has formed a list of mineral right application documents and the relevant requirements therefor. You are hereby notified of the relevant matters as follows: | | 为深入贯彻落实国务院简政放权、放管结合、优化服务的决策部署，根据《中华人民共和国矿产资源法》《矿产资源勘查区块登记管理办法》《矿产资源开采登记管理办法》和《探矿权采矿权转让管理办法》等法律法规的相关规定，按照《国务院办公厅关于做好行政法规部门规章和文件清理工作有关事项的通知》（国办发〔2016〕12号）要求，在全面梳理涉及矿业权申请资料相关规定的基础上，经整理归纳、精简完善、细化分类，形成了部审批矿业权申请资料清单及有关要求。现就有关事项通知如下： |
| I. Requirements for the list of mineral right application documents | | 一、矿业权申请资料清单要求 |
| 1. The list of mineral right application documents shall be developed under the principle of standardization, streamlining and openness in accordance with the laws and regulations. | | （一）矿业权申请资料清单本着规范、精简、公开的原则依法依规制定。 |
| 2. The list of prospecting rights application documents is divided into six types, including establishment, renewal, retention, modification, deregistration and trial production (oil and gas) of prospecting rights. The list of mining right application documents is divided into five types, including the delimitation of mining areas, establishment, renewal, retention, modification, deregistration of mining rights. | | （二）探矿权申请资料清单分为新立、延续、保留、变更、注销和试采（油气）六种类型，采矿权申请资料清单分为划定矿区范围、新立、延续、变更和注销五种类型。 |
| II. Requirements for submission of mineral right application documents | | 二、矿业权申请资料申报要求 |
| 3. Mineral right application documents are an essential basis for the approval and registration of a mineral right application. An applicant shall complete and submit the application documents as required and be responsible for the authenticity of the application documents as submitted and assume corresponding legal liabilities. | | （三）矿业权申请资料是申请矿业权审批登记的必备要件，申请人应按要求填报和提交，对提交的申请资料的真实性负责，并承担相应法律责任。 |
| 4. To apply for approval and registration of a mineral right, the applicant shall submit a hardcopy and the electronic version of the documents with identical contents according to the requirements of the annexes to this Notice (see Annexes 1 and 2). | | （四）申请矿业权审批登记，应按本通知附件要求（见附件1、附件2），提交内容一致的纸质、电子文档各一份。 |
| 5. Except for the documents marked as photocopies in the annexes to this Notice, the paper application documents for mineral rights shall be the originals. The photocopies as submitted shall be legible and complete with the applicant's seal affixed thereto; or if the photocopies are in multiple pages, the cross-page seal shall also be affixed to the sides thereof. | | （五）除本通知附件中标注为复印件的资料外，矿业权申报资料纸质文档应为原件。提交的复印件应清晰、完整，并加盖申请人印章；复印件为多页的，除在第一页盖章外，还应在每一页上加盖骑缝章。 |
| 6. The electronic version of the mineral right application documents shall be stored on CD-ROMs with a CD for each project, the surface of which shall be marked with the name of the project. The electronic documents as submitted shall include a list of documents, scanned copies of all paper documents and submission documents of application registration forms. Particularly, the list of documents shall be in TXT format and be named “List of Documents + Txt”; the paper documents shall be in PDF format or JPG format (single page) and be named “Detailed Names of Application Documents + File Format.” | | （六）矿业权申请资料电子文档一律使用光盘存储，一个项目一份光盘，光盘表面应标注项目名称。提交的电子文档包括资料清单、所有纸质文档的扫描件及申请登记书报盘文件。其中：资料清单为TXT格式，以“资料清单＋txt”命名；纸质文档为PDF格式或JPG（单页）格式，以“申报资料详细名称＋文件格式”命名。 |
