| Individual industrial and commercial households play an important role in prospering the market economy, expanding employment, facilitating people's lives, and maintaining social harmony and stability. For purposes of conscientiously implementing the spirit of the important speeches delivered by General Secretary Xi Jinping to advance the prevention and control of the outbreak of coronavirus disease (COVID-19) and economic and social development in an overall manner, and in accordance with the decisions and arrangements of the CPC Central Committee and the State Council, helping individual industrial and commercial households respond to the impact of the COVID-19 outbreak, resume operation and production in an orderly manner as soon as possible, and stabilize and expand employment, with the approval of the State Council, the following guiding opinions are hereby offered: | | 个体工商户在繁荣市场经济、扩大社会就业、方便群众生活、维护社会和谐稳定等方面发挥着重要作用。为认真贯彻落实习近平总书记关于统筹推进新冠肺炎疫情防控和经济社会发展工作的重要指示精神，按照党中央、国务院决策部署，帮助个体工商户应对疫情影响、尽快有序复工复产、稳定扩大就业，经国务院同意，现提出如下指导意见： |
| I. Helping individual industrial and commercial households resume operation and production in an orderly manner as soon as possible | | 一、帮助个体工商户尽快有序复工复产 |
| 1. Promoting the resumption of operation and production by categories in an orderly manner: All local authorities shall strictly implement the requirements for precise resumption of production by areas and by levels, and promote the resumption of operation and production of individual industrial and commercial households in an orderly manner by business types and by forms. For individual industrial and commercial households involved in wholesale and retail, catering, residential services, transportation, and other sectors providing basic living necessities to the people, the prohibitions on resumption of operation and production shall be lift in an orderly manner based on the local prevention and control of the COVID-19 outbreak. In culture and entertainment, education and training, and other sectors involving the gathering of people, the time for resuming operation and production shall be specified at appropriate time based on the actual circumstances. An individual industrial and commercial household complying with the local provisions on resumption of operation and production may conduct business activities in accordance with the laws and regulations without approval. | | （一）分类有序推动复工复产。各地要严格落实分区分级精准复工复产要求，分业态分形式有序推动个体工商户复工复产。对于实体批发零售类、餐饮类、居民服务类、交通运输类等涉及群众基本生活保障行业的个体工商户，要结合本地疫情防控实际，有序解除复工复产禁止性规定。涉及人员聚集的文化娱乐、教育培训等行业，应结合实际，适时明确复工复产时间。符合各地复工复产规定的个体工商户，无需批准即可依法依规开展经营活动。 |
| 2. Guaranteeing employment and logistics needs: All local authorities shall conscientiously implement the Guidelines for the Measures for the Prevention and Control of the COVID-19 Outbreak in the Resumption of Operation and Production of Enterprises and Public Institutions issued by the State Council's Joint Prevention and Control Mechanism for the COVID-19 Outbreak, and ensure that those persons who meet the safety standards for prevention of the COVID-19 outbreak in the resumption of operation and production return to their jobs in a timely manner. Measures shall be taken to improve the flexible employment policy as soon as possible, promote the resumption of operation and production in express delivery and other sectors as soon as possible, stabilize end express delivery outlets, and ensure efficient logistics services. The role of e-commerce platform enterprises shall be maximized to provide supply and demand matching information resource services for online and offline individual industrial and commercial households, especially fresh food operators. | | （二）保障用工和物流需求。各地要认真落实国务院应对新型冠状病毒感染肺炎疫情联防联控机制印发的《企事业单位复工复产疫情防控措施指南》，保证符合复工复产防疫安全标准规定的人员及时上岗。要采取措施，尽快完善灵活就业政策，促进快递等行业尽快复工复产，稳定快递末端网点，保障物流畅通。要发挥电子商务类平台企业作用，为线上线下个体工商户特别是生鲜类经营者提供供需对接信息资源服务。 |
| II. Reducing the operating costs of individual industrial and commercial households | | 二、降低个体工商户经营成本 |
3. Increasing funding support: All local authorities shall strengthen the connection with financial institutions. For individual industrial and commercial households that are severely affected by the COVID-19 outbreak, experience difficulty in making payment due, and temporarily lose their source of income, the repayment arrangements shall be flexibly adjusted, their loan terms shall be reasonably extended, and loans shall not be blindly withdrawn, cut off, or withheld. Financial institutions shall be guided in increasing 300 billion yuan of low-interest loans and providing targeted support to individual industrial and commercial households.
．．．．．． | | （三）加大资金支持力度。各地要加强与金融机构的对接，对受疫情影响严重、到期还款困难以及暂时失去收入来源的个体工商户，灵活调整还款安排，合理延长贷款期限，不得盲目抽贷、断贷、压贷。引导金融机构增加3000亿元低息贷款，定向支持个体工商户。
