| For the purposes of stabilizing and expanding automobile consumption and promoting the stable operation of economy and society, with the approval of the State Council, you are hereby notified of the relevant matters as follows: | | 为稳定和扩大汽车消费，促进经济社会平稳运行，经国务院同意，现就有关事项通知如下： |
| I. Adjusting the relevant requirements for the implementation of China VI emission standard. The expiry date of the production transition period in respect of the particle number (PN) limit under the China VI emission standard for light-duty vehicles (with the gross mass of not more than 3.5 tons) shall be changed from July 1, 2020 to January 1, 2020; and the light-duty vehicles to which China V emission standard applies produced and imported before July 1, 2020 are allowed to be sold and registered in regions where the China VI emission standard has not been implemented yet before January 1, 2021. No region may implement in advance the vehicle emission standard determined by the state without approval. (The Ministry of Ecology and Environment, the Ministry of Industry and Information Technology, the Ministry of Public Security and local people's governments at all levels shall take charge of this work.) | | 一、调整国六排放标准实施有关要求。轻型汽车（总质量不超过3.5吨）国六排放标准颗粒物数量限值生产过渡期截止时间，由2020年7月1日前调整为2021年1月1日前；2020年7月1日前生产、进口的国五排放标准轻型汽车，2021年1月1日前允许在目前尚未实施国六排放标准的地区销售和注册登记。未经批准，各地不得提前实施国家确定的汽车排放标准。（生态环境部、工业和信息化部、公安部、地方各级人民政府负责） |
II. Improving the relevant fiscal and taxation support policies for the purchase of new energy vehicles. The validity period of subsidy polices for the purchase of new energy vehicles shall be extended to the end of 2022, subsidies shall be withdrawn in appropriate amounts and at a steady pace from 2020 to 2022, and the settlement of subsidy funds shall be accelerated. The promotion of the widespread application of new energy vehicles in urban public transport and other fields shall be accelerated. The preferential policy of exemption of vehicle acquisition tax on new-energy vehicles shall be extended until the end of 2022. (This work shall be spearheaded by the Ministry of Finance with the involvement of the Ministry of Industry and Information Technology, the Ministry of Science and Technology, the National Development and Reform Commission and the State Taxation Administration.)
