| The industrial Internet platform is a massive data collection, aggregation and analysis service system built on the basis of the cloud platforms in light of the digital, networking and intelligent needs of the manufacturing industry, which supports the ubiquitous connection, flexible supply and efficient configuration of the manufacturing resources. These Guidelines have been developed for the purposes of implementing the Guiding Opinions of the State Council on Deepening the “Internet plus Advanced Manufacturing Industry” and Developing the Industrial Internet,” and accelerating the development of the industrial Internet platforms. | | 工业互联网平台是面向制造业数字化、网络化、智能化需求，构建基于云平台的海量数据采集、汇聚、分析服务体系，支撑制造资源泛在连接、弹性供给、高效配置。为贯彻落实《国务院关于深化“互联网＋先进制造业”发展工业互联网的指导意见》，加快发展工业互联网平台，制定本指南。 |

| 1. Establishing a standard system for industrial Internet platforms. The reference framework, technical framework, and evaluation indicators and other basic commonality standards for the industrial Internet platforms shall be developed. The key technical standards for edge computing, heterogeneous protocol compatibility adaptation, industrial microservice framework, platform data management, platform opening interface, application and data migration, and platform security, among others, shall be organized and advanced, and a group of platform application standards for specific industries shall be developed. | | （一）建立工业互联网平台标准体系。制定工业互联网平台参考架构、技术框架、评价指标等基础共性标准。组织推进边缘计算、异构协议兼容适配、工业微服务框架、平台数据管理、平台开放接口、应用和数据迁移、平台安全等关键技术标准制定，面向特定行业制定形成一批平台应用标准。 |

| 4. Selecting around 10 cross-industry and cross-field industrial Internet platforms. The Measures for the Evaluation of Industrial Internet Platforms shall be developed, cross-industry and cross-field platforms shall be selected stage by stage and batch by batch on the basis of general local development of the industrial Internet platforms, and tracking assessment and dynamic adjustment shall be strengthened. On-the-spot meetings of pilot industrial Internet demonstration (platform direction) and application shall be organized, the launching of the platforms in key industries and regions shall be promoted, and the cross-industry and cross-field platforms shall be supported in expanding the international market. | | （四）遴选10家左右的跨行业跨领域工业互联网平台。制定工业互联网平台评价方法，在地方普遍发展工业互联网平台的基础上，分期分批遴选跨行业跨领域平台，加强跟踪评价和动态调整。组织开展工业互联网试点示范（平台方向）、应用现场会，推动平台在重点行业和区域落地，支持跨行业跨领域平台拓展国际市场。 |

| 6. Enhancing the equipment management capabilities of industrial Internet platforms. The construction of communities featuring openness and open sources of industrial equipment agreements shall be supported, and equipment manufacturers and automation enterprises shall be directed to open their equipment protocols, data formats, communication interfaces and other source codes to form industrial equipment data collection case bases and toolboxes. | 7. Accelerating the development of industrial mechanism models and deployment of platforms. Platforms shall be supported in building multiple types of development languages, modeling tools, graphical programming environment, developing platform-based and componentized industry solution software packages, and promoting the application and deployment of multi-functional, highly flexible, pre-integrated platform solutions for scenarios. | | （八）强化工业互联网平台应用开发能力。支持平台建设多类开发语言、建模工具、图形化编程环境，开发平台化、组件化的行业解决方案软件包，推动面向场景的多功能、高灵活、预集成平台方案应用部署。 |
| 9. Developing massive industrial APPs for industrial scenarios. The research and development of industrial APP reference architectures, general terms, classification criteria and other standards shall be organized. The basic common industrial APP demand catalogue shall be developed and revised on a rolling basis, and platforms shall be supported in jointly building basic commonality and universal industrial APPs and microservice resource pools with all parties. Third parties shall be encouraged to build industrial APP research and development collaboration platforms and trading platforms to promote industrial APP transactions. | | （九）打造面向工业场景的海量工业APP。组织研制工业APP参考架构、通用术语、分类准则等标准。编制和滚动修订基础共性工业APP需求目录，支持平台联合各方建设基础共性和行业通用工业APP及微服务资源池。鼓励第三方建设工业APP研发协同平台和交易平台，推动工业APP交易。 |

| 10. Implementing the “leaders” program on clouding of industrial equipment. Guidelines for the cloud migration of key industrial equipment in different industries and sub-sectors shall be developed, clouding and cloud using of industrial furnaces, industrial boilers, petrochemical equipment and other high-energy-consuming process industrial equipment, diesel engines, large and medium-sized motors, and large air compressors, and other general power equipment, wind power, photovoltaic and other new energy equipment, as well as engineering machinery, numerically-controlled machine tools, and other intelligent equipment shall be advanced, the operation efficiency and reliability of equipment shall be improved, the resource and energy consumption and maintenance costs shall be reduced. 11. Promoting the clouding of the enterprise business systems. Leading enterprises shall be encouraged to open and share business systems for the industry, and upstream and downstream enterprises in the industry chain shall be urged to conduct collaborative design and collaborative supply chain management. Local entities shall be encouraged to increase the support for clouding of enterprises through innovative vouchers, service vouchers, and other methods, the role of public service platforms of micro and small enterprises and business startup and innovation bases of micro and small enterprises shall be maximized, and the platform application thresholds for micro and small enterprises shall be reduced.
