| Announcement on Supervisory Matters concerning Carrying out the Business of “International Through Flights” | | 关于开展“国际通程航班”业务有关监管事宜的公告 |
| For the purposes of giving support to the construction of China's aviation hubs and ports, improving the competitiveness of air transport enterprises, and facilitating the entry and exit of transit passengers, in accordance with the provisions of the Customs Law of the People's Republic of China and the relevant regulations and policies, the General Administration of Customs decides to carry out the business of “international through flights” as of today. The relevant supervisory matters are hereby announced as follows: | | 为支持我国航空枢纽港建设，提高航空运输企业竞争力，方便中转旅客进出境，根据《中华人民共和国海关法》以及相关法规政策规定，海关总署决定从即日起开展“国际通程航班”业务。现就相关监管事宜公告如下： |
| I. Definition of “International Through Flights” | | 一、“国际通程航班”定义 |
| The term “international through flight” means the business pattern where a transit inbound or outbound passenger goes through the one-time check-in formalities for the departure station and the transit station (the first frontier port in which the transit passenger arrives after entering the territory of China or the last frontier port the transit passenger leaves after exiting the territory of China) at the departure station, the transit passenger accepts the customs offices' inspection and supervision of frontier health and quarantine with respect of their registered luggage and carry-on luggage, and the transit passenger takes his or her registered luggage at the destination station. | | “国际通程航班”是指进出境中转旅客在始发站一次性办理始发站及中转站（入境最先到达或出境最后离开的国境口岸）乘机登记手续，在中转站接受海关卫生检疫及对其托运行李和手提行李的查验监管，在目的站提取其托运行李的业务模式。 |
| II. Processing | | 二、业务办理 |
| 1. The air transport enterprise and the airport operator shall, before launching the business of “international through flights,” jointly submit its flight schedule where the business is to be launched and the guarantee plan to the General Administration of Customs. An overseas air transport enterprise shall submit the relevant materials with a domestic air transport enterprise and airport operator. | | （一）航空运输企业与机场运营方应当在开通“国际通程航班”业务前联合向海关总署提交拟开通的航班计划表和保障方案。国外航空运输企业应与国内航空运输企业、机场运营方共同提交相应材料。 |
| 2. The General Administration of Customs shall, according to the field visits of customs offices directly under the General Administration of Customs, weigh in on whether the air transport enterprise and airport operator satisfy the customs supervision requirements of this Announcement, including Luggage Supervision, Management of Airports, and Management of Air Transport Enterprises and the human resource allocation of the local customs office, and make a reply on whether to approve the launching of the business of “international through flights” in a timely manner. | | （二）海关总署依据直属海关实地考察情况，重点考量航空运输企业与机场运营方满足本公告行李监管、机场管理、航空运输企业管理章节中有关海关监管要求情况，属地海关人力资源配备情况，并及时答复是否同意开通“国际通程航班”业务以及开通范围。 |
| 3. Where the air transport enterpriseadds, removes or changes the air route, flight, or schedule of an international through flight or resumes flights after having suspended the flight operation by exceeding one year or more, it shall obtain the approval of the customs office directly under the General Administration of Customs in advance. | | （三）航空运输企业增减或变更国际通程航班航线、航班、时刻等内容以及暂停航班运行超过一年（含）以上复飞的，应事先征得直属海关同意。 |
| 4. For an air transport enterprise or airport operator that fails to perform the relevant responsibilities and obligations in accordance with this Announcement and fail to satisfy the customs supervision requirements, the customs office directly under the General Administration of Customs may suspend its business of “international through flights” and order it to make rectifications within a prescribed time limit. If the air transport enterprise or airport operator fails to make rectifications within the prescribed time limit, the General Administration of Customs shall terminate its business of “international through flights.” | | （四）未按照本公告履行相关责任和义务、无法满足海关监管要求的航空运输企业与机场运营方，直属海关可暂停其“国际通程航班”业务并令其限期整改。对超出限期仍未整改到位的，海关总署将终止其“国际通程航班”业务。 |
| III. Customs Clearance Procedures | | 三、通关流程 |
| 1. For the purpose of improving passengers' customs clearance experience, on the premise of satisfying the customs supervision requirements, the air transport enterprise shall carry out comprehensive authorization business, accept passengers' authorization, and provide cooperation in the customs office's opening of parcels for inspection. The specific authorization forms and customs requirements shall be determined upon negotiation between the customs office directly under the General Administration of Customs or the affiliated customs offices authorized by the customs office directly under the General Administration of Customs and the air transport enterprise. | | （一）为提升旅客通关体验，航空运输企业应在满足海关监管要求的前提下，全面开展授权委托业务，接受旅客授权委托配合海关开箱查验。具体授权委托形式及海关要求，由直属海关或其授权的隶属海关与航空运输企业协商确定。 |
2. The transit outbound passengers shall uniformly go through the delivery formalities for their registered luggage at the domestic departure station. After arriving at the airport of the transit station (the last frontier port in which a passenger leaves after exiting the territory of China), the passenger shall accept the health and quarantine inspection of the customs office and go through the customs formalities for carry-on luggage. The passenger principal (air transport enterprise) shall cooperate with the customs office at the transit station in conducting machine inspection of the registered luggage and necessary opening of parcels for inspection. For passengers with articles that should go through the customs formalities in the registered luggage, the air transport enterprise or the airport ground service enterprise it authorizes shall be responsible for guiding them to the customs transit supervision site for accepting inspection.
．．．．．． | | （二）中转出境旅客统一在国内始发站办理托运行李交运手续。抵达中转站（出境最后离开的国境口岸）机场后，旅客应接受海关卫生检疫并办理手提行李海关手续。旅客委托人（航空运输企业）配合中转站海关对托运行李进行机检及必要的开箱查验。托运行李中有需办理海关手续物品情形的旅客，由航空运输企业或其委托的机场地面服务企业负责将其引导至海关中转监管现场接受检查。
