| According to the requirements of the Notice of the General Office of the State Council on Strengthening the Administration of the Domain Names of Government Websites (Letter No. 55 [2018], General Office of the State Council), for the purposes of further strengthening the administration of the use of the domain names of the SIPO's government websites and promoting the sound and orderly development of the government website, you are hereby notified of the relevant issues as follows: | | 按照《国务院办公厅关于加强政府网站域名管理的通知》（国办函〔2018〕55号）要求，为进一步加强我局政府网站域名使用管理，促进政府网站健康有序发展，现就有关事项通知如下： |
| I. Implementing the responsibilities of the handling entities in charge of government websites for the administration of the domain names | | 一、落实政府网站主办单位域名管理责任 |
| Upon statistics, the SIPO currently runs a total of seven government websites (See Annex 1 for details), including one portal website of the SIPO and six other websites. The handling departments and entities in charge of all websites shall administer the domain names of government websites under the principles of “the establisher shall file an application and the user shall be responsible therefor.” No domain name of any government website that has been registered shall be transferred to other entity or individual without authorization, and an idle domain name shall be deregistered in a timely manner. | | 经统计，目前我局共运行7个政府网站（详见附件1），其中局门户网站1个，其他网站6个。各网站的主办部门单位要按照“谁开设、谁申请、谁使用、谁负责”的原则管理政府网站域名，不得将已注册的政府网站域名擅自转给其他单位或个人使用，闲置的域名要及时注销。 |
| As the appropriate department of the government website, the General Office shall incorporate the administration of domain names into the scope of normalized random inspection, strengthen overall planning and coordination and business guidance, and uniformly examine the change in, registration and cancellation of domain names, to prevent registration, cancellation or unauthorized leasing, lending or transfer of domain names and other violations not conducted under the procedures. | | 办公室作为政府网站主管部门，要把域名管理情况纳入常态化抽查范围，加强统筹协调和业务指导，统一审核把关域名的注册、变更和注销工作，防止不按流程注册、注销或擅自出租、出借、转让域名等违规问题发生。 |
| II. Further regulating the structure of the domain names of government websites | | 二、进一步规范政府网站域名结构 |
| A government website shall use a English domain name with the suffix of “.gov.cn” and a Chinese domain name with the suffix of “.government affairs,” instead of other domain name with any other suffix. No public institution that does not assume the administrative functions shall, in principle, use any English domain name with the suffix of “.gov.cn.” | | 政府网站应使用以“.gov.cn”为后缀的英文域名和“.政务”为后缀的中文域名，不得使用其他后缀的域名。不承担行政职能的事业单位原则上不得使用以“.gov.cn”为后缀的英文域名。 |
| The portal website of the SIPO shall use the English domain name with the structure of “www.□□□.gov.cn,” of which □□□ is the character strings (here and below) corresponding to the Chinese phonetic name or the English name of the SIPO. Other government websites shall use the English domain names of the portal website of the SIPO at a lower level with the structure of “○○○.□□□.gov.cn,” of which ○○○ is the character strings (here and below) corresponding to the Chinese phonetic names or the English names of the departments (entities). The Chinese domain name structure of a government website shall be “△△△.government affairs,” of which △△△ is the full name or standardized abbreviation of the Chinese institution of the website handling entity in charge (here and below). | | 局门户网站要使用“www.□□□.gov.cn”结构的英文域名，其中□□□为局名称拼音或英文对应的字符串（下同）。其他政府网站要使用局门户网站的下级英文域名，结构为“○○○.□□□.gov.cn”，其中○○○为本部门（单位）名称拼音或英文对应的字符串（下同）。政府网站的中文域名结构应为“△△△.政务”，其中△△△为网站主办单位的中文机构全称或规范化简称（下同）。 |
| In principle, all programs, channels, special topics, and business systems, among others, of a government website shall use a domain name at the same level. The columns of the portal website of the SIPO shall use the domain name with the structures of “www.□□□.gov.cn/.../...” and “△△△.government affairs/ .../...;” and the columns of other government websites shall use the domain names with the structures of “○○○.□□□.gov.cn/.../...” and “△△△.government affairs/.../....” | | 政府网站各栏目、频道、专题、业务系统等原则上使用同一级域名，局门户网站的栏目等使用“www.□□□.gov.cn/…/…”和“△△△.政务/…/…”结构的域名；其他政府网站的栏目等等使用“○○○.□□□.gov.cn/…/…”和“△△△.政务/…/…”结构的域名。 |
