| To punish snatch crimes and protect the public and private property, in accordance with the relevant provisions of the Criminal Law of the People's Republic of China, the following interpretation is hereby made on several issues concerning the application of law in the handling of such criminal cases: | | 为依法惩治抢夺犯罪，保护公私财产，根据《中华人民共和国刑法》的有关规定，现就办理此类刑事案件适用法律的若干问题解释如下： |
| Article 1 If the value of snatched public and/or private property is more than the prescribed amount in the range of 1,000 yuan to 3,000 yuan, 30,000 yuan to 80,000 yuan, or 200,000 yuan to 400,000 yuan, it shall be determined as the “large amount,” “huge amount,” or “especially huge amount” respectively as mentioned in Article 267 of the Criminal Law. | | 第一条 抢夺公私财物价值一千元至三千元以上、三万元至八万元以上、二十万元至四十万元以上的，应当分别认定为刑法第二百六十七条规定的“数额较大”“数额巨大”“数额特别巨大”。 |
| The higher people's court and the people's procuratorate of a province, autonomous region, or municipality directly under the Central Government may, based on the local economic development and in consideration of the local state of public security, determine the specific quantitative standards executed locally within the ranges prescribed in the preceding paragraph, and submit such standards to the Supreme People's Court and the Supreme People's Procuratorate for approval. | | 各省、自治区、直辖市高级人民法院、人民检察院可以根据本地区经济发展状况，并考虑社会治安状况，在前款规定的数额幅度内，确定本地区执行的具体数额标准，报最高人民法院、最高人民检察院批准。 |
