| Chapter I General Provisions | | 第一章 总则 |

| Article 1 The present Provisions are enacted according to the Civil Servant Law for the purpose of regulating the recruitment of civil servants and guaranteeing basic qualities of the civil servants that are newly recruited. | | 第一条 为了规范公务员录用工作，保证新录用公务员的基本素质，根据公务员法，制定本规定。 |

| Article 2 The present Provisions shall be applicable to the civil servants on the posts lower than the division director or on any other non-leading posts at the corresponding level. | | 第二条 本规定适用于各级机关录用担任主任科员以下及其他相当职务层次的非领导职务公务员。 |
| |
|
| Article 3 The principle of openness, equality, competitive selection and selecting the best shall be complied with, the criterion of having both ability and political integrity shall be observed, and the measure of examination and inspection shall be adopted in the recruitment of civil servants. | | 第三条 录用公务员，坚持公开、平等、竞争、择优的原则，按照德才兼备的标准，采取考试与考察相结合的方法进行。 |

| Article 4 Where anyone is to be recruited as a civil servant, that shall be within the prescribed staffing quota and there shall be a corresponding post vacancy. | | 第四条 录用公务员，必须在规定的编制限额内，并有相应的职位空缺。 |

| Article 5 Civil servants shall be recruited according to the following procedures: | | 第五条 录用公务员，应当按照下列程序进行： |

| 1. Release of a notice on recruitment of civil servants; | | （一）发布招考公告； |
| |
|
| 2. Signing up for the examination, and qualification examination; | | （二）报名与资格审查； |
| |
|
| 3. Examination; | | （三）考试； |
| |
|
| 4. Inspection and physical checkup; and | | （四）考察与体检； |
| |
|
| 5. Public announcement, examination and approval or archival filing. | | （五）公示、审批或备案。 |
When necessary, the civil servant administrative department at or above the provincial level may adjust the aforesaid procedures. | |
必要时，省级以上公务员主管部门可以对上述程序进行调整。 |
For recruiting civil servants for any special post, the procedure thereof may be simplified upon approval of the civil servant administrative department at or above the provincial level. | |
录用特殊职位的公务员，经省级以上公务员主管部门批准，可以简化程序。 |

| Article 6 Where civil servants are recruited in an autonomous region, the applicants of ethnic minorities shall be given appropriate preferential treatments according to laws and relevant provisions. Specific measures shall be determined by the civil servant administrative department at or above the provincial level. | | 第六条 民族自治地方录用公务员时，依照法律和有关规定对少数民族报考者予以适当照顾。具体办法由省级以上公务员主管部门确定。 |

| Article 7 The civil servant administrative department and the organ responsible for recruiting civil servants (hereinafter referred to as the recruiting organ) shall take measures to provide convenience for citizens to sign up for the examination. | | 第七条 公务员主管部门和招录机关应当采取措施，便利公民报考。 |
| |
|
| Chapter II Administrative Organs | | 第二章 管理机构 |
| |
|
| Article 8 The civil servant administrative department under the Central Government shall be responsible for comprehensively administering the recruitment of civil servants across the country, and be specifically responsible for: | | 第八条 中央公务员主管部门负责全国公务员录用的综合管理工作。具体包括： |
| |
|
| 1. Drafting laws and regulations on recruiting civil servants; | | （一）拟定公务员录用法规； |
| |
|
| 2. Enacting rules and policies for recruiting civil servants; and | | （二）制定公务员录用的规章、政策； |
| |
|
| 3. Guiding and supervising the recruitment of civil servants by local organs at various levels. | | （三）指导和监督地方各级机关公务员的录用工作。 |
The civil servant administrative department under the Central Government shall be responsible for recruiting civil servants for the organs of and institutions directly under the Central Government. | |
中央公务员主管部门负责组织中央机关及其直属机构公务员的录用。 |

| Article 9 The civil servant administrative department at the provincial level shall be responsible for comprehensively administering the recruitment of civil servants within its own jurisdiction, and be specifically responsible for: | | 第九条 省级公务员主管部门负责本辖区公务员录用的综合管理工作。具体包括： |
| |
|
| 1. Implementing state laws, regulations, rules and policies on recruiting civil servants; | | （一）贯彻国家有关公务员录用的法律、法规、规章和政策； |
| |
|
| 2. Enacting the implementation measures for recruiting civil servants for its own jurisdiction according to the Civil Servant Law and the present Provisions; | | （二）根据公务员法和本规定，制定本辖区内公务员录用实施办法； |
| |
|
| 3. Organizing the recruitment of civil servants for the organs at various levels within its own jurisdiction; | | （三）负责组织本辖区内各级机关公务员的录用； |
| |
|
| 4. Guiding and supervising the recruitment of civil servants by the organs at or below the level of a districted city; and | | （四）指导和监督设区的市级以下各级机关公务员录用工作； |
| |
|
| 5. Undertaking the relevant work on recruiting civil servants as assigned by the civil servant administrative department under the Central Government. | | （五）承办中央公务员主管部门委托的公务员录用有关工作。 |
When necessary, the civil servant administrative department at the provincial level may authorize the civil servant administrative department at the level of a districted city to organize the recruitment of civil servants for that city. | |
必要时，省级公务员主管部门可以授权设区的市级公务员主管部门组织本辖区内公务员的录用。 |

| Article 10 The civil servant administrative department at or below the level of a districted city shall, according to the provisions set down by the civil servant administrative department at the provincial level, be responsible for the relevant work on recruiting civil servants for its own jurisdiction. | | 第十条 设区的市级以下各级公务员主管部门按照省级公务员主管部门的规定，负责本辖区内公务员录用的有关工作。 |

| Article 11 A recruiting organ shall undertake the relevant work on recruiting civil servants for its own organ as required by the civil servant administrative department. | | 第十一条 招录机关按照公务员主管部门的要求，承担本机关公务员录用的有关工作。 |
| |

| Chapter III Recruitment Scheme and Notice on Recruitment of Civil Servants | | 第三章 录用计划与招考公告 |
| |
|
| Article 12 A recruiting organ shall, on the basis of vacant posts and the requirements for such vacant posts, put forward posts, quota of persons and qualification requirements for signing up for the examination, and draft the recruitment scheme. | | 第十二条 招录机关根据职位空缺情况和职位要求，提出招考的职位、名额和报考资格条件，拟定录用计划。 |

| Article 13 The recruitment scheme of an organ of or institution directly under the Central Government shall be examined and determined by the civil servant administrative department under the Central Government. | | 第十三条 中央机关及其直属机构的录用计划，由中央公务员主管部门审定。 |
The recruitment scheme of an organ of or institution directly under a provincial government shall be examined and determined by the civil servant administrative department at the provincial level. The application procedures and the limit of examination and approval power for the recruitment scheme of an organ at or below the level of a districted city shall be determined by the civil servant administrative department at the provincial level. | |
省级机关及其直属机构的录用计划，由省级公务员主管部门审定。设区的市级以下机关录用计划的申报程序和审批权限，由省级公务员主管部门规定。 |

| Article 14 The civil servant administrative department at or above the provincial level shall work out a recruitment scheme according to relevant laws, regulations and policies. | | 第十四条 省级以上公务员主管部门依据有关法律、法规、规章和政策，制定招考工作方案。 |
When the civil servant administrative department at the level of a districted city organizes the recruitment of civil servants for its own jurisdiction upon authorization, the recruitment scheme shall be reported to the civil servant administrative department at the provincial level for examination and approval. | |
设区的市级公务员主管部门经授权组织本辖区公务员录用时，其招考工作方案应当报经省级公务员主管部门审核同意。 |

| Article 15 The civil servant administrative department shall, according to the recruitment scheme, work out a notice on recruiting civil servants, and release the notice to the general public. A notice on recruiting civil servants shall contain: | | 第十五条 公务员主管部门依据招考工作方案，制定招考公告，面向社会发布。招考公告应当载明以下内容： |

| 1. the recruiting organs, posts, quota of persons and qualification requirements for signing up for the examination; | | （一）招录机关、招考职位、名额和报考资格条件； |
| |
|
| 2. ways, time and place for signing up for the examination; | | （二）报名方式方法、时间和地点； |
| |
|
| 3. application materials to be submitted for signing up for the examination; | | （三）报考需要提交的申请材料； |
| |
|
| 4. subjects, time and place of the examination; and | | （四）考试科目、时间和地点； |
| |
|
| 5. other matters that should be notified. | | （五）其他须知事项。 |
