| For the purposes of further implementing the reform spirit of the State Council on accelerating the advancement of simplification of administrative procedures and delegation of powers to lower levels and optimization of services, reforming and improving the handling process and working mechanism for the real estate registration , and further enhancing the work efficiency and service level of the real estate registration , in accordance with the relevant requirements of the Notice of State Council on Issuing the Key Points in Promoting the Reform of Streamlining Administrative Procedures and Delegating Powers to Lower Levels, Combining Delegation with Administration and Optimizing Services (No. 30 [2016], State Council) and the Notice of the General Office of the State Council on Issuing the Work Plan for Further Simplifying the Procedures, Improving the Efficiency, and Optimizing the Business Environment (No. 70 [2016], General Office of the State Council), the MLR has studied and developed the Implementation Plan for Reducing the Real Estate Registration Time , which is hereby issued for your diligent implementation in light of the reality. | | 为深入贯彻落实国务院加快推进简政放权优化服务改革精神，改革完善不动产登记办理流程和工作机制，进一步提升不动产登记工作效率和服务水平，根据《国务院关于印发2016年推进简政放权放管结合优化服务改革工作要点的通知》（国发〔2016〕30号）和《国务院办公厅关于印发进一步简化流程提高效率优化营商环境工作方案的通知》（国办函〔2016〕70号）有关要求，部研究制定了《压缩不动产登记时间实施方案》，现予以印发，请结合实际，认真贯彻落实。 |
| All localities shall, according to the Implementation Plan for Reducing the Real Estate Registration Time and on the basis of ensuring that the registration materials have been completely handed over and personnel has been transferred effectively, further simplify the registration process, improve the registration efficiency, and reduce the time limit for the real estate registration in a classified manner. By innovating on the application ways, improving the capacity of acceptance, strengthening business interaction, enhancing information sharing and taking other measures, except the real estate registration in rural areas organized and carried out by the government as well as the registration of inheritance not notarized, registration of legacy involving real estate, and other relatively complex registration that shall still be handled and settled within 30 working days, the time limit for handling general registration business shall be reduced to 20 working days, the time limit for handling the mortgage registration of real estate shall be reduced to 10 working days, and seal-up registration and dissenting registration involving real estate shall be handled immediately, to effectively realize well-regulated and orderly handling and to facilitate and benefit citizens. | | 各地要根据《压缩不动产登记时间实施方案》，在确保登记资料移交到位、人员划转到位的基础上，进一步简化登记流程，提高登记效率，分类压缩不动产登记办理时限。通过创新申请方式、提高受理能力、加强业务联动、强化信息共享等措施，除政府组织开展的农村不动产登记以及未公证的继承、受遗赠涉及不动产登记等较为复杂的登记情形仍按照30个工作日办结外，一般登记业务的办理时限压缩至20个工作日，不动产抵押登记办理时限压缩至10个工作日，不动产查封登记、异议登记要即时办理，切实做到规范有序、便民利民。 |

The task of reducing the time for the real estate registration shall be completed before the end of this October.
