| Chapter I General Provisions | | 第一章 总则 |

| Article 1 For purposes of doing a good job in AIDS prevention and control at frontier ports, and ensuring human health and public health at ports, these Measures are formulated according to the Frontier Health and Quarantine Law of the People's Republic of China and its Implementation Rules, the Regulation on the Prevention and Treatment of HIV/AIDS, and other laws and regulations. | | 第一条 为了做好国境口岸艾滋病的预防、控制工作，保障人体健康和口岸公共卫生，依据《中华人民共和国国境卫生检疫法》及其实施细则和《艾滋病防治条例》等法律法规的规定，制定本办法。 |

| Article 2 These Measures shall be applicable to the quarantine, monitoring, reports of epidemic situation, control, and publicity as well as education of AIDS at ports, etc. | | 第二条 本办法适用于口岸艾滋病的检疫、监测、疫情报告及控制、宣传教育等工作。 |

| Article 3 The General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) shall take charge of AIDS prevention and control at ports throughout the country, be responsible for formulating overall plans for AIDS prevention and control at ports, and carrying out organization, coordination and administration of the work of AIDS prevention and control at ports throughout the country. | | 第三条 国家质量监督检验检疫总局（以下简称国家质检总局）主管全国口岸艾滋病预防控制工作，负责制定口岸艾滋病预防控制总体规划，对全国口岸艾滋病预防控制工作进行组织、协调和管理。 |

| Article 4 The entry-exit inspection and quarantine institutions (hereinafter referred to as the “inspection and quarantine institutions”) established at all regions by the AQSIQ shall be responsible for formulating regional work plans for AIDS prevention and control at the ports under their jurisdictions, organizing, coordinating and managing AIDS prevention and control at ports, carrying out quarantine, inspection, epidemic situation report and control, and conducting publicity and education. | | 第四条 国家质检总局设在各地的出入境检验检疫机构（以下简称检验检疫机构）负责制定所辖口岸区域艾滋病预防控制的工作计划，对口岸艾滋病预防控制工作进行组织、协调和管理，实施检疫、监测、疫情报告及控制、开展宣传教育。 |

| Article 5 The inspection and quarantine institutions shall cooperate with the local governments in doing a good job in AIDS prevention and control, establish a collaboration system together with the local administrative departments of health, disease prevention and control organs, public security organs, and frontier inspection offices at various levels, etc. ensure the consistence between the measures for AIDS monitoring at ports and the local action plans for prevention and control, and jointly do a good job in the AIDS prevention and control at ports and the monitoring of people infected with HIV and AIDS sufferers. | | 第五条 检验检疫机构应当配合当地政府做好艾滋病预防控制工作，与地方各级卫生行政主管部门、疾病预防控制机构、公安机关、边防检查机关等建立协作机制，将口岸监控艾滋病的措施与地方的预防控制行动计划接轨，共同做好口岸艾滋病预防控制及病毒感染者和艾滋病病人的监控工作。 |

| Article 6 The inspection and quarantine institutions shall strengthen the publicity and education on AIDS prevention and treatment at entry ports, provide pertinent AIDS prevention and treatment advice and guidance to the entry-exit personnel, set up advisory telephone and disclose them to the general public. | | 第六条 检验检疫机构应当在出入境口岸加强艾滋病防治的宣传教育工作，对入出境人员有针对性地提供艾滋病防治的咨询和指导，并设立咨询电话，向社会公布。 |

| Chapter II Port Quarantine | | 第二章 口岸检疫 |

| Article 7 The inspection and quarantine institutions shall strengthen the quarantine, supervision and administration of the entry-exit personnel, microorganisms, human tissues, biological products, blood and blood products, and other articles (hereinafter referred to as the “special articles”). | | 第七条 检验检疫机构应当加强对入出境人员以及入出境微生物、人体组织、生物制品、血液及其制品等物品（以下简称特殊物品）的检疫和监督管理工作。 |

| Article 8 Any entry-exit AIDS sufferer or person infected with HIV shall, upon entry, make a report to the inspection and quarantine institution, which shall confirm the authenticity of the report, provide health advice to the person, and inform the inspection and quarantine institution and the disease prevention and control department at the place of the person's destination. | | 第八条 患有艾滋病或者感染艾滋病病毒的入出境人员，在入境时应当向检验检疫机构申报，检验检疫机构应当确认申报内容的真实性，并对其进行健康咨询，同时应当通知其目的地的检验检疫机构及疾病预防控制部门。 |

Article 9 A Chinese citizen who has resided abroad for more than one year shall, upon entry, go to a port AIDS monitoring site established by the inspection and quarantine institutions for health check or get an application form for AIDS test, and go to the inspection and quarantine institution at port or a hospital at or above the county level for physical check-up within one month.
