Article 1 For purposes of regulating patent applications and maintaining the normal order of patent-related work, these Provisions are developed in accordance with the Patent Law, the Detailed Rules for the Implementation of the Patent Law and the Patent Agency Regulation | | 第一条 为了规范申请专利的行为，维护正常的专利工作秩序，依据专利法、专利法实施细则和专利代理条例制定本规定。 |
Article 2 Whoever submits or submits as an agent a patent application shall abide by the relevant provisions of laws, regulations and rules as well as the principle of good faith, and shall not commit any irregular patent application activities.
