| For the purpose of further invigorating the market and optimizing the business environment, the matters concerning deepening the reform of “simplifying procedures, decentralizing powers, combining decentralization with appropriate control, and optimizing services” in the information and communication field are hereby announced as follows: | | 为进一步激发市场活力，优化营商环境，现就深化信息通信领域“放管服”改革有关事项通告如下： |
| I. Reducing an applicant's application materials required for the telecommunications business licensing item | | 一、减少电信业务经营许可事项的申请材料 |
| 1. Application materials, such as company bylaws, and identifications of legal representative, primary executives and technicians, shall be cancelled. | | （一）取消公司章程、法定代表人和主要管理、技术人员身份证等申请材料。 |
| 2. Application materials, including an overview of the company, shall be integrated into the application form for the telecommunications business license. | | （二）将公司概况的申请材料整合到电信业务经营许可证申请表。 |
| 3. Social insurance proof of employees may be subject to acceptance without sufficient application materials. An applicant may make a commitment when applying for the telecommunications business licensing item, and provide the required proof at a later date when it obtains the telecommunications business license. | | （三）对公司员工社保证明实行容缺受理，申请人可以在提交电信业务经营许可申请时作出承诺，在获得电信业务经营许可证时提交。 |
| 4. An applicant reapplying for handling the telecommunications business licensing item may provide explanations and promises, and cease to submit a duplicate of the business license and the equity structure chart, if the business license and the equity structure chart remain unchanged. | | （四）申请人再次申请办理电信业务经营许可，如营业执照、股权结构未发生变化的，可以作出相应说明和承诺，不再提交营业执照副本、股权结构图。 |
| II. Furthering “approval without any interview” | | 二、深化“不见面审批” |
| 5. For the value-added telecommunications business licensing items, the approval items of use and adjustment of telecommunication network code resources, and filing and confirmation items of non-profit Internet information services, ‘full-process online handling' shall apply, and application materials shall be directly uploaded to the Administrative License Acceptance Information System of the Ministry of Industry and Information Technology (‘MIIT') for online acceptance and online approval. Electronic licenses shall be promoted at an appropriate time, and the application requirements for paper materials shall be cancelled gradually, so as to achieve the provision of all government services through “integrated online government service platforms.” | | （五）对增值电信业务经营许可、电信网码号资源使用和调整审批、非经营性互联网信息服务备案核准事项，实行“全程网办”，申请材料直接上传“工业和信息化部行政许可受理信息系统”，在线受理、网上审批。适时推行电子证照，逐步取消纸质材料申请要求、实现“一网通办”。 |
6. Where the aforementioned administrative licensing items involve the obtainment of an administrative license, the applicant may choose to request the telecommunications administration to send it by post.
