Part I Preparations 

第一部分 行前准备


Apply for a passport. A Chinese passport is an important document for a Chinese citizen to enter into or depart from a foreign country and to prove his or her nationality and identity there. Before departing from China, a Chinese citizen shall, according to his or her reason for exit, separately apply to the local public security organ or foreign affairs department for a passport of the corresponding type. Each country has different requirements for the validity term of a passport held by a foreigner, which is one year or more in general.
 
● 申请护照。中国护照是中国公民出入境和在境外证明本人国籍和身份的重要证件。中国公民出国前须根据出国事由,分别向当地公安机关或外事部门申请相应种类的护照。各国对外国人所持护照的有效期有不同要求,一般应在一年以上。

Apply for a visa. Except for circumstances where visa-free or visa on arrival is allowed in accordance with the provisions of any bilateral agreement or those prescribed unilaterally by the destination country, or where a visa needs to be applied for in a third country, a Chinese citizen shall, before departing from China, apply for the relevant visa and have it granted by the embassy or consulate of the destination country in China. In some countries, it is prescribed that a transit visa must still be granted in advance despite not having to leave the airport to transfer to another plane. Visit the official website of the embassies and consulates of the destination countries in China and http://cs.mfa.gov.cn to learn of the visa requirements, and apply for a visa and have it granted in advance according to your travel itinerary.
 
● 申请签证。除双边协定规定或前往国家单方面规定可免签或办理落地签证,或需在第三国申请签证的情况外,中国公民出国前通常需向前往国家驻华使领馆申请并办妥相应签证。个别国家规定,即使不出机场转机,仍需要提前办妥过境签证。请注意浏览目的国驻华使领馆官方网站和中国领事服务网(http://cs.mfa.gov.cn),了解签证要求,并根据行程提前申请并办妥签证。

Complete authentication. Under general conditions, if various domestic certificates and certification documents must be used overseas, the notarial deeds and other certification documents shall first be obtained from a domestic notary public office, the China Council for the Promotion of International Trade (“CCPIT”), and the entry-exit inspection and quarantine bureau, and the consulate authentication shall also be obtained from the foreign affairs department so as to obtain the authentication from the embassy or consulate of the destination country in China. Before departing from China, be sure to undergo all formalities for notarizing and authenticating relevant official documents.
 
● 办妥认证。国内各种证书、证明等如需在外国使用,一般情况下需事先在国内公证机构、贸促会、出入境检验检疫机构等办妥公证书或其他证明文书,并通过外事部门办理领事认证,再送至前往国家驻华使领馆进行认证。出国前,请注意确认已办妥相关文书的公证和认证手续。

Take care regarding epidemic prevention. Learn of the epidemic prevention requirements in certain countries, and obtain vaccination accordingly. If necessary, you need to obtain in advance the Health Certificate for International Traveler and the International Certificate of Vaccination or Prophylaxis.
 
● 卫生防疫。请注意了解有关国家卫生防疫要求,并按要求注射疫苗。如有必要,请提前办妥《国际旅行健康检查证明书》和《疫苗接种或预防措施国际证书》。

Get duplicates ready. For emergency needs, before departing from China you are advised to duplicate the passport (the data page and the note page of the passport, the visa, and the entry-exit records), and the notarized and authenticated legal documents. If necessary, you may undergo the formalities for notarizing and authenticating that the photocopies of important documents are consistent with the original ones.
 
● 复印备用。为备急需,建议在出国前复印护照(护照资料页及加注页、外国签证、出入境记录等),以及公证认证法律文书等资料。必要时,也可事先办理重要文件复印件与原件相符的公证认证手续备用。

Prepare emergency materials. You are advised to take with you the foreign invitation letter and the basic information such as the name, address, and contact means of the inviter. (In some countries, it is prescribed that you must always carry such materials.) For emergency needs, you are advised to visit http://cs.mfa.gov.cn and make record of the information regarding the address and contact means of the Chinese embassy and consulate in the destination country or region.
 
● 应急资料。建议随身携带外方邀请函和邀请人姓名、地址、联系方式等基本信息(有的国家规定当事人必须随身携带)。建议行前访问中国领事服务网,摘记中国驻当地使领馆地址、联系方式等信息,以备不时之需。

 
Part II Exit and Entry 

第二部分 出境入境


Exit-entry inspection. You shall depart from or enter into the territory from an open port and present a valid passport and visa to the frontier inspector on your own initiative. When the frontier inspector discharges you, he or she shall affix the entry or exit “examined” seal on your passport. The frontier inspector has the right to refuse any person holding a valid passport and visa departure from or entrance into China according to laws and regulations of the People's Republic of China.
 
● 出入境检查。请从开放口岸出境、入境,并主动向边防检查人员出示有效护照及签证。边防检查人员放行时,将在护照上加盖出、入境验讫章。边防检查人员有权根据中国相关法律法规拒绝持有效护照和签证人员出境或入境。

Going abroad on business trips. When a Chinese citizen departs from China with a passport for public affairs, he or she may be discharged with his or her valid passport and the visa of the destination country. Where the destination country and China have concluded an agreement on mutual exemption of visas or there is a need to apply for a visa overseas, the Exit Certificate shall be verified according to relevant provisions. If you leave for both a country that has entered into an agreement on mutual exemption of visa with China and a country requiring visa, the Exit Certificate is not required to be verified after the required visa has been granted.
 
● 因公出境。中国公民持因公类护照出境,凭本人的有效护照和前往国家签证放行。前往与中国有互免签协议国家或需在境外办理签证的,应按有关规定交验《出国(境)证明》。如既前往互免签证国家又前往需办签证国家,在办妥所需签证后则无需交验《出国(境)证明》。

Entry into and exit from a foreign country. When entering into or exiting from a foreign country, you shall take the initiative to present your valid passport and visa to the immigration officer; and truthfully answer questions raised by the country's immigration officer. When answering questions, you shall ensure that your answers are consistent with the information you provided when applying for a visa.
 
● 入出外国。在外国入境、出境时,请主动向外国移民官员出示有效护照和签证。请务必如实回答外国移民官员相关提问。在回答问题时,请注意要与申请签证时提供的情况相一致。

Entry-exit materials. You shall truthfully fill out cards for the entry and exit of foreigners and customs declaration forms, or produce relevant certificates as required; check that your passport has been affixed with the an “examined” entry or exit seal; maintain with due care materials such as the entry-exit cards to avoid being blocked or even punished when staying in or departing from the country.
 
● 入出境材料。请根据要求如实填写外国人入境、出境卡及海关申报单等表格,或按要求出示相关证明材料。请注意确认护照已加盖入境或出境验讫章,并妥善保管入出境卡等材料,以免停留或出境时受阻,甚至被处罚。

Refusal of entry and exit. In general and under normal conditions, you are permitted to enter into or exit from the destination country with a valid passport and visa. However, in accordance with the laws of some countries and international practices, an immigration officer also has the right to refuse the person with a valid visa entry into the territory of the destination country.
