| Announcement on Streamlining and Regulating Operating Procedures to Facilitate Processing Trade | | 关于精简和规范作业手续 促进加工贸易便利化的公告 |
| For the purposes of fully implementing the decisions and arrangements of the CPC Central Committee and the State Council to advance higher-level opening up and deepen the reform of “simplification of administrative procedures, delegation of powers, combination of decentralization and control and optimization of services”, the General Administration of Customs has decided upon deliberation to streamline and regulate some processing trade procedures. The relevant matters are hereby announced as follows: | | 为全面落实党中央、国务院关于扩大高水平开放、深化“放管服”改革的决策部署，海关总署研究决定对部分加工贸易业务办理手续进行精简和规范，现将有关事项公告如下： |
| I. The establishment (modification) of manuals for processing trade shall be declared at one time, and the declaration of recordation databases shall be canceled | | 一、手册设立（变更）一次申报，取消备案资料库申报 |
| When an enterprise undergoes the formalities for establishment (modification) of a manual for processing trade through the management system for processing trade for the second phase of the Golden Custom Project, it is no longer required to declare to the customs the “establishment of a recordation database” but directly send data on the establishment (modification) of manuals so that the customs may review and give feedback on the data on manual establishment (modification) declared by the enterprise. | | 企业通过金关二期加贸管理系统办理加工贸易手册设立（变更）时，不再向海关申报设立备案资料库，直接发送手册设立（变更）数据，海关按规定对企业申报的手册设立（变更）数据进行审核并反馈。 |
| II. The establishment (modification) of account books shall be declared at one time, and the declaration of the merge relationship of commodities shall be canceled | | 二、账册设立（变更）一次申报，取消商品归并关系申报 |
| When an enterprise undergoes the formalities of the establishment (modification) of processing trade account books through the management system for processing trade for the second phase of the Golden Custom Project, it is no longer required to declare the merger relationship to the customs. Instead, the enterprise may, according to its realities of management, declare the information on relevant commodities to the customs, provided that the requirements of customs declaration and related supervision are met. If there is no one-to-one correspondence between the goods under internal management and the electronic ledger, the merger relationship shall be kept by the enterprise for future reference. | | 企业通过金关二期加贸管理系统办理加工贸易账册设立（变更）时，不再向海关申报归并关系，由企业根据自身管理实际，在满足海关规范申报和有关监管要求的前提下，自主向海关申报有关商品信息。企业内部管理商品与电子底账之间不是一一对应的，归并关系由企业自行留存备查。 |
| III. Outward processing shall be declared at one time, and the records of receipt and shipment of goods subject to outward processing shall be canceled | | 三、外发加工一次申报，取消外发加工收发货记录 |
| The declaration procedures for outward processing shall be simplified. When an enterprise undergoes the formalities for outward processing business through the management system for processing trade for the second phase of the Golden Custom Project, it shall declare to the customs a Declaration Form for Outward Processing within the prescribed time, and is no longer required to declare to the customs the Registration Form for Receipt and Shipment of Goods Subject to Outward Processing. Thus, the enterprise may achieve one-off declaration of goods subject to outward processing, and the receipt and shipment records may be retained for future reference. | | 简化外发加工业务申报手续，企业通过金关二期加贸管理系统办理加工贸易外发加工业务时，应在规定的时间内向海关申报《外发加工申报表》，不再向海关申报外发加工收发货登记，实现企业外发加工一次申报、收发货记录自行留存备查。 |
An enterprise shall truthfully fill out and declare to the customs its Declaration Form for Outward Processing. For the whole-process outward processing, the enterprise shall tick the “whole-process outward processing” box in the declaration form and provide guarantees as required before conducting the outward processing business.
