| For purposes of thoroughly implementing the decisions and arrangements of the CPC Central Committee and the State Council for expanding the coverage of unemployment insurance and better guaranteeing the basic living standards for unemployed persons as well as ensuring that unemployed persons receive all the benefits to which they are entitled and all eligible persons are covered by unemployment insurance, with the approval of the State Council, you are hereby notified of matters concerning expanding the coverage of unemployment insurance as follows: | | 为深入贯彻落实党中央、国务院关于扩大失业保险保障范围、更好保障失业人员基本生活的决策部署，确保失业人员待遇应发尽发、应保尽保，经国务院同意，现就扩大失业保险保障范围有关事项通知如下： |
| I. Fully understanding the significance of effectively guaranteeing living standards for unemployed persons. Expanding the coverage of unemployment insurance is an important decision and arrangement made by the CPC Central Committee and the State Council for responding to the COVID-19 epidemic and guaranteeing the basic living standards, and is of great significance for ensuring the basic livelihood of the people in difficulties and maintaining social stability. All local authorities shall practically unify their thoughts and actions based on the decisions and arrangements of the CPC Central Committee and the State Council, further enhance their sense of responsibility and urgency, maximize the basic function of unemployment insurance in guaranteeing living standards, ensure that all the policies are effectively implemented down to every detail to achieve practical results, and endeavor to expand the coverage of benefited persons, so as to practically guarantee the basic living standards of the insured unemployed persons. | | 一、充分认识做好失业人员生活保障的重要意义。扩大失业保险保障范围是党中央、国务院为应对新冠肺炎疫情影响、保障基本民生作出的一项重要决策部署，对于做好困难群众兜底保障、维护社会稳定具有重要意义。各地要切实把思想和行动统一到党中央、国务院决策部署上来，进一步增强责任感和紧迫感，充分发挥失业保险保生活基础功能，抓紧抓实抓细政策落地见效，努力扩大受益面，切实保障参保失业人员基本生活。 |
| II. Paying unemployment insurance benefits in a timely manner. For unemployed persons who have participated in unemployment insurance and paid insurance contributions for one year, and have registered their unemployment with a request to seek jobs after their employment were discontinued against their own will, local authorities shall grant unemployment insurance benefits in full amount and in a timely manner to them, pay basic medical insurance contributions on their behalf, and provide them with temporary price subsidies, funeral subsidies and pensions for the disabled or for the family of the deceased as required. Beginning on December 2019, the period of older unemployed persons' entitlement to unemployment insurance benefits has been extended. Unemployed persons who have not yet been employed upon the expiry of the period of entitlement to unemployment insurance benefits and attain to the age which is less than one year up to the statutory retirement age may continue to be granted unemployment insurance benefits until the statutory retirement age. | | 二、及时发放失业保险金。对参保缴费满1年、非因本人意愿中断就业、已办理失业登记并有求职要求的失业人员，应及时足额发放失业保险金，代缴基本医疗保险费，按规定发放价格临时补贴、丧葬补助金和抚恤金。自2019年12月起，延长大龄失业人员领取失业保险金期限，对领取失业保险金期满仍未就业且距法定退休年龄不足1年的失业人员，可继续发放失业保险金至法定退休年龄。 |
III. Temporarily implementing the unemployment subsidy policy. During the period from March 2020 to December 2020, the unemployed persons who have not yet been employed at the expiry of the period of entitlement to unemployment insurance benefits as well as the insured unemployed persons who are not entitled to unemployment insurance benefits may apply for receiving unemployment subsidies for a period of six months, the standard of which do not exceed 80% of the local unemployment insurance benefits. During the period of entitlement to unemployment subsidies, unemployed persons will not be entitled to unemployment insurance benefits, or be paid basic medical insurance contributions on a commissioned basis, or be provided with funeral subsidies or pensions for the disabled or for the family of the deceased. Unemployment subsidies shall cease to be granted to an unemployed person if the period of his or her entitlement to unemployment subsidies expires, or he or she is recruited by an employer and is covered by unemployment insurance, dies, is conscripted into the army, emigrates, enjoys basic pension insurance benefits for urban employees or pension insurance benefits for urban and rural residents, or is sentenced to prison to serve his or her sentence. The period of entitlement to unemployment subsidies will not offset the years of contribution for unemployment insurance. Unemployment subsidies shall be granted on a monthly basis and be listed and drawn from the item of "other expenditures" in the unemployment insurance fund
．．．．．． | | 三、阶段性实施失业补助金政策。2020年3月至12月，领取失业保险金期满仍未就业的失业人员、不符合领取失业保险金条件的参保失业人员，可以申领6个月的失业补助金，标准不超过当地失业保险金的80%。领取失业补助金期间不享受失业保险金、代缴基本医疗保险费、丧葬补助金和抚恤金。失业人员领取失业补助金期满、被用人单位招用并参保、死亡、应征服兵役、移居境外、享受城镇职工基本养老保险或城乡居民养老保险待遇、被判刑收监执行的，停发失业补助金。领取失业补助金期限不核减参保缴费年限。失业补助金按月发放，从失业保险基金“其他支出”科目列支。
