Your Request for Instructions on Designating the Xihu District People's Courts of Hangzhou City and Other Basic People's Courts as Courts of First Instance to Try Foreign-Related Commercial Dispute Cases (No. 40 [2009] of the Higher People's Court of Zhejiang Province) has been received. In light of the spirit of the Provisions of the Supreme People's Court on Several Issues concerning the Court Jurisdiction over Foreign-Related Civil and Commercial Cases and the Notice of the Supreme People's Court on Strengthening the Court Jurisdiction over Foreign-Related Commercial Cases, upon deliberation, the following official reply is hereby made:
