| Your Request Concerning Submitting the Hebei Xiongan New Area Master Plan (2018-2035) has been received. With the approval of the CPC Central Committee and the State Council, the following reply is hereby made: | | 你们《关于呈报〈河北雄安新区总体规划（2018-2035年）〉的请示》收悉。经党中央、国务院同意，现批复如下： |
| I. The Hebei Xiongan New Area Master Plan (2018-2035) (hereinafter referred to as the "Master Plan") is approved in principle. The Master Plan follows the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era, thoroughly implements the spirit of the 19th CPC National Congress and the Second and Third Plenary Sessions of the 19th CPC Central Committee, resolutely carries out the decisions and arrangements of the CPC Central Committee and the State Council, closely centers on the overall advancement of the overall layout for "economic, political, cultural, social, and ecological progress" and the coordinated advancement of the Four-Pronged Comprehensive Strategy, effectively implements the new development concept, according to the requirements for high-quality development, firmly upholds the status as a primary destination to which the non-capital functions of Beijing will migrate, adheres to a global vision, international standards, Chinese characteristics, and high positioning, adheres to according priority to ecology and green development, adheres to a people-centered approach and paying attention to guaranteeing and improving people's livelihood, adheres to protecting and advocating China's excellent traditional culture and passing on heritage, and is of great significance for planning and building the Xiongan New Area according to high standards, creating "Xiongan quality," building a "Xiongan of integrity," setting a national example in promoting high-quality development, and building a new engine for the modern economic system. | | 一、原则同意《河北雄安新区总体规划（2018-2035年）》（以下简称《总体规划》）。《总体规划》以习近平新时代中国特色社会主义思想为指导，深入贯彻党的十九大和十九届二中、三中全会精神，坚决落实党中央、国务院决策部署，紧紧围绕统筹推进“五位一体”总体布局和协调推进“四个全面”战略布局，切实落实新发展理念，按照高质量发展要求，牢牢把握北京非首都功能疏解集中承载地这个初心，坚持世界眼光、国际标准、中国特色、高点定位，坚持生态优先、绿色发展，坚持以人民为中心、注重保障和改善民生，坚持保护弘扬中华优秀传统文化、延续历史文脉，对于高起点规划高标准建设雄安新区、创造“雄安质量”、建设“廉洁雄安”、打造推动高质量发展的全国样板、建设现代化经济体系的新引擎具有重要意义。 |
| II. Closely focusing on the strategic positioning of the Xiongan New Area. In accordance with the requirements for high-quality development, the Xiongan New Area and the Beijing City Sub-center shall be promoted in becoming the two new wings of Beijing, and with the 2022 Winter Olympics and the 2022 Winter Paralympics as an opportunity, the construction of the Zhangbei area shall be advanced to build two wings for Hebei and promote the coordinated development of Beijing, Tianjin and Hebei province. | III. Systematically undertaking the non-capital functions of Beijing. Closely centering on the top priority of divesting Beijing of non-capital functions, systems and mechanisms shall be reformed and innovated, infrastructure shall be built and improved, high-quality public services shall be provided, the business environment shall be further optimized, the needs for divestiture shall be actively and voluntarily met, functional layout shall be scientifically planned, higher educational establishments, research establishments, health care institutions, corporate headquarters, financial institutions, public institutions and other non-capital functions shall be received in priority, and the reasonable and orderly movement of production factors shall be boosted, so as to enhance the intrinsic development momentum of the Xiongan New Area. | | 三、有序承接北京非首都功能疏解。要紧紧抓住疏解北京非首都功能这个“牛鼻子”，改革创新体制机制，建设完善基础设施，提供优质公共服务，进一步优化营商环境，积极主动对接疏解需求，科学规划功能布局，重点承接高校、科研院所、医疗机构、企业总部、金融机构、事业单位等非首都功能，促进生产要素合理有序流动，增强雄安新区内生发展动力。 |
| IV. Optimizing the protection pattern of national spatial development. Using the carrying capacity of the resource environment as a mandatory restraint shall be adhered to, the three major spaces for production, living and ecology shall be coordinated, the minimum requirements for ecological protection shall be strictly followed, perpetual basic farmland shall be strictly protected, the size of towns and the limits of urban development shall be strictly controlled, the integration of plans into one shall be achieved, the ratio of blue space to green one in the Xiongan New Area shall be fixed stably at 70%, and the prospective development intensity shall controlled and fixed at 30%. Lake, water, forest, farmland and grassland shall be treated as a community of life, and an ecological spatial structure of "one lake, three belts, nine areas and multiple corridors" shall be built up. Systemic zoning spatial management and control shall be implemented, and by grid-based, information technology-enabled and lean management, the spatial guidance on and the management and control of implementation of various development and protection activities shall be enhanced, so as to build a new development pattern of moderate scale, systematic space, and conserving and intensive land use. | | 四、优化国土空间开发保护格局。要坚持以资源环境承载能力为刚性约束条件，统筹生产、生活、生态三大空间，严守生态保护红线，严格保护永久基本农田，严控城镇规模和城镇开发边界，实现多规合一，将雄安新区蓝绿空间占比稳定在70%，远景开发强度控制在30%。将淀水林田草作为一个生命共同体，形成“一淀、三带、九片、多廊”的生态空间结构。实施全域分区空间管控，通过网格化、信息化和精细化管理，强化对各类开发与保护活动的空间引导和落地管控，构建规模适度、空间有序、用地节约集约的发展新格局。 |
V. Creating a beautiful natural ecology and environment. Xi Jinping Thought on Ecological Civilization shall be put into practice, the respect for, conformity with, and protection of nature shall be adhered to, and ecological protection and environmental remediation shall be conducted, so as to build a model city in ecological civilization in the new era. The overall ecological restoration and systemic environmental remediation in the Baiyang Lake shall be enhanced, a multi-source water replenishment mechanism shall be established, the area of the Lake shall be gradually restored, and non-point source pollution in rural areas shall be effectively controlled, so as to ensure that the water quality of the Lake meets standards, gradually restore the function of "the Kidney of North China," and plan to build the Baiyang Lake National Park in the long run. Large-scale afforestation shall be initiated, and a high-quality urban ecology and environment shall be shaped, so as to protect regional ecological security. Collaborative regional environmental remediation shall be promoted to fundamentally improve the quality of the atmospheric environment, observe the minimum requirements for soil environmental safety, and strive to build a beautiful Xiongan with blue sky, green land, and clear water.
