| The plan is made for the purposes of implementing the spirit of the important speech on the support of the Chinese government for the construction of the China-Shanghai Cooperation Organization Demonstration Zone for Local Economic and Trade Cooperation (“SCO Demonstration Zone”) delivered by the General Secretary Xi Jinping at the 18th session of the Council of Heads of State of Shanghai Cooperation Organization (“SCO”), and making high-standard plans and effectively constructing the SCO Demonstration Zone. | | 为落实习近平总书记在上海合作组织（以下简称上合组织）成员国元首理事会第十八次会议上关于中国政府支持在青岛建设中国-上海合作组织地方经贸合作示范区（以下简称上合示范区）的重要讲话精神，高标准规划建设好上合示范区，制定本方案。 |
| I. Overall requirements | | 一、总体要求 |
| 1. Guiding thought. With Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era as the guideline, the spirit of the 19th CPC National Congress and the Second and Third Plenary Sessions of the 19th CPC Central Committee shall be comprehensively implemented, the holistic advancement of the overall layout for “economic, political, cultural, social, and ecological progress” and the coordinated advancement of the Four-Pronged Comprehensive Strategy shall be brought into close focus, the people-oriented development tenet and new development concept shall be insisted on, the decisions and arrangements of the Party Central Committee and the State Council shall be thoroughly implemented, the important political significance of the construction of the SCO Demonstration Zone shall be profoundly grasped, the overall situation of the country's external work shall be served, and the local missions shall be strengthened. The implementation of the important achievements of the SCO Qingdao Summit shall be accelerated, the construction of the “Belt and Road” shall be integrated in an in-depth manner, the exchanges and cooperation between Qingdao, Shandong and the relevant regions in the countries of the SCO shall be expanded, and the SCO Demonstration Zone shall be constructed into a model of local economic and trade cooperation under the international multi-bilateral framework, to play a greater role in the new opening up pattern of the country. | | （一）指导思想。以习近平新时代中国特色社会主义思想为指导，全面贯彻党的十九大和十九届二中、三中全会精神，紧紧围绕统筹推进“五位一体”总体布局和协调推进“四个全面”战略布局，坚持以人民为中心的发展思想和新发展理念，深入落实党中央、国务院决策部署，深刻把握建设上合示范区的重要政治意义，服务国家对外工作大局，强化地方使命担当。加快落实上合组织青岛峰会重要成果，深度融入“一带一路”建设，拓展山东青岛与上合组织国家相关地区间的交流合作，把上合示范区建设成国际多双边框架下地方经贸合作样板，力争在国家开放新格局中发挥更大作用。 |
| 2. Target positioning. The location advantages of the SCO Demonstration Zone in the Comprehensive Sea, Land, Air and Railway Transport Network Center at the Qingdao Port shall be fully maximized, overall planning shall be made for the transportation functions of seaports, land ports, airports and railways, the role of Qingdao City in the construction of the New Eurasian Land Bridge Economic Corridor (NELBEC) and maritime cooperation in the “Belt and Road” shall be maximized, operational mode shall be “guidance by logistics, trade expansion, production capacity cooperation, cross-border development, and dual park interaction,” and joint efforts shall be made for promoting green construction. The implementation scope of the SCO Demonstration Zone is in the Jiaozhou Economic and Technological Development Zone. The short-term target is to build “marine outfalls” of the SCO member states towards the Asia-Pacific market and to form a demonstration area for exchanges and cooperation with relevant cities in the SCO states by basing on the exchange and cooperation with the relevant cities in the SCO states through the construction of regional logistics centers, modern trade centers, bidirectional investment cooperation centers, and business, tourism and cultural exchange development centers. The medium- and long-term target is to strive to build the SCO Demonstration Zone into a pilot zone for the innovation on the bidirectional investment and trade system, an accumulation area for business start-up and business promotion of enterprises, and a pioneering zone for local economic and trade cooperation in the “Belt and Road” between the relevant places in the SCO states, and to create a new highland for opening up in the new era. | | （二）目标定位。充分发挥上合示范区在青岛口岸海陆空铁综合交通网络中心的区位优势，统筹海港、陆港、空港、铁路联运功能，更好发挥青岛市在“一带一路”新亚欧大陆桥经济走廊建设和海上合作中的作用，按照“物流先导、贸易拓展、产能合作、跨境发展、双园互动”模式运作，着力推进绿色化建设。上合示范区实施范围在胶州经济技术开发区内。近期目标是立足与上合组织国家相关城市间交流合作，通过建设区域物流中心、现代贸易中心、双向投资合作中心和商旅文交流发展中心，打造上合组织国家面向亚太市场的“出海口”，形成与上合组织国家相关城市交流合作集聚的示范区。中远期目标是努力把上合示范区建成与上合组织国家相关地方间双向投资贸易制度创新的试验区、企业创业兴业的聚集区、“一带一路”地方经贸合作的先行区，打造新时代对外开放新高地。 |

| 1. Strengthening interconnection and building a regional logistics center. | | （一）加强互联互通，建设区域物流中心。 |
| (1) Smoothing the multimodal transportation channel. A multimodal transportation center of the SCO Demonstration Zone shall be constructed, overall planning shall be made for the development of international trains such as “Qilu,” the frequency and operational efficiency of the trains shall be improved, the cargo return business shall be expanded, and a multimodal transportation logistics hub in Shandong Peninsula shall be built. Exploration shall be made for developing mixed transportation business of international grade goods through international trains. The application for the establishment of bonded logistics center (B type) shall be promoted. An integrated service platform for multimodal transportation shall be constructed, the resources of land, sea, air and railway ports around the SCO Demonstration Zone shall be integrated, and the effective connection of the SCO Demonstration Zone with Qingdao Port, Qingdao Jiaodong International Airport and CRIntermodal Qingdao Central Station shall be advanced. | | 1.畅通多式联运通道。建设上合示范区多式联运中心，统筹“齐鲁号”等国际班列发展，提升班列开行密度和运行效益，拓展货物回运业务，打造山东半岛多式联运物流枢纽。探索发展国际班列内外贸货物混编运输业务。推动保税物流中心（B）型申建设立工作。建设多式联运综合服务平台，整合上合示范区周边陆海空铁口岸资源，促进上合示范区与青岛港、青岛胶东国际机场、中铁联集青岛中心站有效衔接。 |
| (2) Amalgamating and developing the modern logistics industry. The advantages of Qingdao Port shall be maximized and the LCL export, warehousing and processing business shall be developed. By relying on the Qingdao Jiaodong International Airport, the cargo amalgamation and distribution mode of “air to air plus air to land” shall be expanded, mixed carriage business of inbound and outbound all-freighter flights at the domestic section shall be conducted, and international transit, international distribution, international procurement, and international logistics business shall be developed. An international cold chain food trading distribution center shall be constructed to develop cold chain logistics. The construction of such international logistics parks as the SCO Logistics Park and China Railway Logistics Park shall be planned so as to develop the logistics, warehousing, and processing industries. (3) Carrying out international logistics cooperation. The role of the existing meeting mechanism of Ministers of Communications of the SCO member states shall be fully maximized, and the local departments of communications shall be urged to conduct cooperation and exchange in policies, laws, regulations, plans, and standards, etc. Qingdao Port shall be supported in connecting with important ports of the SCO states and such ports as Yokohama Port and Fukuoka Port in Japan, as well as Busan Port and Incheon Port in South Korea, and carrying out sea-rail transportation service cooperation for inland SCO states. Enterprises shall be supported in building international logistics nodes in major cities of the SCO states to expand international logistics business.
