The competent departments of commerce of all provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning, and Xinjiang Production and Construction Corps: 各省、自治区、直辖市及计划单列市、新疆生产建设兵团商务主管部门:
For the purposes of thoroughly implementing the spirit of the important speeches and instructions of General Secretary Xi Jinping for the epidemic prevention and control, implementing the decisions and deployments of the CPC Central Committee and the State Council, resolutely winning the battle of the people, the overall battle, and the battle of blocking for the epidemic prevention and control, making overall plans for the effective epidemic prevention and control and the economic and social development, proactively and effectively stabilizing foreign trade, stabilizing foreign investment and boosting consumption, and minimizing the impact of the epidemic situation on the business development, you are hereby notified of the relevant matters as follows: 为深入贯彻习近平总书记关于疫情防控工作重要讲话和指示批示精神,落实党中央、国务院决策部署,坚决打赢疫情防控的人民战争、总体战、阻击战,统筹做好疫情防控和经济社会发展,积极做好稳外贸稳外资促消费工作,把疫情对商务发展的影响降到最低,现就有关事项通知如下:
I. Supporting enterprises in resuming work and production in an orderly manner. According to the unified local arrangements and specified conditions, the departments for examining and verifying the resumption of work shall be coordinated to handle the formalities in an accelerated manner, foreign trade enterprises, foreign-funded enterprises, trade circulation enterprises and e-commerce enterprises shall be supported in resuming work and production in an orderly manner, and the joint construction of major “Belt and Road” projects shall be advanced in a steadily and orderly manner. Foreign trade enterprises and foreign- funded enterprises producing protective supplies shall be directed to expand production. Foreign trade enterprises shall be encouraged to increase the import of medical materials supplies and agricultural products in short supply in China. The relevant departments shall be actively coordinated to include key trade circulation enterprises and e-commerce enterprises undertaking the task of guaranteeing the supply of daily necessities in the scope of prioritized guarantee of protective supplies, and give priority to allocating such necessary protective supplies as masks, disinfectants, protective gloves, and goggles, among others, to them.   一、支持企业有序复工复产。按照当地统一安排和规定条件,协调复工审核部门加快办理手续,支持外贸、外资、商贸流通和电子商务企业有序复工复产,稳妥有序推进共建“一带一路”重大项目。引导生产防护用品类的外贸外资企业扩大生产。鼓励外贸企业增加国内紧缺的医用物资和农产品进口。积极协调有关部门,将承担生活必需品保供任务的重点商贸流通企业和电子商务企业纳入防护物资优先保障范围,优先配备口罩、消毒液、防护手套、护目镜等必要的防护物资。
II. Simplifying the administrative procedures for foreign trade. Enterprises shall be directed to apply for paperless import and export licenses. The paperless application systems for certification of ultimate users and ultimate purposes shall be comprehensively realized, and the applications for materials related to the epidemic prevention and control shall be handled in an accelerated manner. Cross-departmental electronic countersigning of import and export licenses for dual-use items and technologies shall be conducted. Paperless applications for the registration of technology import and export contracts shall be promoted, and no efforts shall be spared to launch the work of electronic license. Before the epidemic situation is over, the service outsourcing contracts shall be examined online based on the materials transmitted by enterprises via the Internet. Paperless management of foreign investment recordation (confirmation) shall be implemented in an accelerated manner and whole-process handling online shall be realized.   二、简化对外经贸管理程序。引导企业无纸化申领进出口许可证件。全面实现最终用户和最终用途证明申办系统无纸化,加速处理与疫情防控相关物项的办理申请。开展两用物项和技术进出口许可跨部门电子会签。推进技术进出口合同登记申请无纸化,抓紧启动电子证照工作。在疫情解除之前,依据企业网络传输资料,在线审核服务外包合同。加快实行对外投资备案(核准)无纸化管理,实现全流程网上办理。
III. Improving legal services to assist enterprises in reducing risks. The China Council for the Promotion of International Trade and the Chambers of Commerce, among others, shall be supported in issuing factual certificates of force majeure for failure to perform the contract as scheduled due to the epidemic situation to foreign trade enterprises and entities implementing overseas projects. Domestic and foreign exhibition organizing institutions shall be coordinated to assist enterprises that are unable to go abroad to participate in exhibitions due to the epidemic situation in appropriately handling the fees already paid and other issues. Intermediary institutions shall be coordinated to provide legal and other consulting services for enterprises going abroad that are affected by the epidemic situation. The role of trade friction workstations at all levels shall be maximized, and legal services shall be provided for assisting enterprises in resolving problems caused by the epidemic situation in response to the trade remedy cases.   三、强化法律服务帮助企业降低风险。支持贸促会、商会等为外贸企业和境外项目实施主体无偿出具因疫情导致未能按时履约的不可抗力事实性证明。协调国内外组展机构,帮助因疫情无法出国参展的企业妥善处理已付费用等问题。协调中介机构为受影响的走出去企业提供法律等咨询服务。发挥各级应对贸易摩擦工作站作用,提供法律服务,帮助企业解决疫情对贸易救济案件应对造成的困难。
IV. Supporting the development of new business types and new models of foreign trade. The comprehensive pilot zones for cross-border e-commerce shall be directed to provide overseas warehouse information services, and assist enterprises in utilizing overseas warehouses to expand export. The integrated development of market procurement trade and cross-border e-commerce shall be supported, and exploration shall be made for the pilot new channels of trading during the closing of markets. The export of second-hand auto vehicles shall be actively promoted, and convenient services shall be provided for enterprises affected by the epidemic situation. Communication and coordination with surrounding countries shall be conducted actively, barter trade among inhabitants of border areas shall be resumed as soon as possible after the epidemic situation is over, and the development of border trade shall be supported.   四、支持外贸新业态新模式发展。指导跨境电商综试区提供海外仓信息服务,帮助企业利用海外仓扩大出口。支持市场采购贸易与跨境电商融合发展,探索试点市场闭市期间成交新渠道。积极推进二手车出口,为受疫情影响的企业提供便利服务。积极与周边国家沟通协调,疫情解除后尽快恢复开展边民互市贸易,支持边境贸易发展。
V. Strengthening the support of export credit insurance. Cooperation with the branch offices of China Export & Credit Insurance Corporation across China shall be strengthened, the role of export credit insurance shall be fully maximized, the coverage of export credit insurance shall be further expanded, the rates of short-term insurance premium shall be rationally reduced, greater support shall be granted to enterprises affected by the epidemic situation, and enterprises shall be assisted in responding to cancellation of orders, rejection of shipments, and other risks. Green channels for claim settlement services shall be launched, the requirements for claim settlement shall be appropriately relaxed under the premise of real trade background, and compensations shall be paid as much and rapid as possible. The cooperation among government, banks, and insurance companies shall be actively carried out to expand the scale of policy financing.   五、加强出口信用保险支持。加强与中信保公司驻各地营业机构协作,充分发挥出口信用保险作用,进一步扩大出口信用保险覆盖面,合理降低短期险费率,加大对受疫情影响企业支持力度,帮助企业应对订单取消、出运拒收等风险。开辟理赔服务绿色通道,在贸易真实的情况下适当放宽理赔条件,做到应赔尽赔、能赔快赔。积极开展政府+银行+保险合作,扩大保单融资规模。
VI. Actively responding to the trade restrictions overseas. The role of the trade remedy early warning system and the legal service mechanism shall be fully maximized, the trade restrictions of all countries in response to the epidemic situation shall be issued in a timely manner, and the channels for enterprises to report problems shall be smoothed. Attention shall be paid to the irrational restrictions encountered by our local products exported in foreign countries, reporting shall be conducted in a timely manner, business institutions of Chinese embassies (consulates) overseas shall be cooperated to intensify bilateral negotiations, giving voices at the World Trade Organization and convincing relevant parties shall be cooperated, all members shall be urged to comply with the rules of the World Trade Organization, the authority and professional opinions of the World Health Organization shall be respected, and the overreaction and imposition of unnecessary trade restrictions by relevant countries (regions) shall be opposed.   六、积极应对境外贸易限制措施。充分发挥贸易救济预警体系和法律服务机制作用,及时发布各国针对疫情出台的贸易限制措施,畅通企业反映问题渠道。关注本地区出口产品在国外遇到不合理限制情况,及时上报,配合驻外使(领)馆经商机构加大双边交涉力度,配合在世界贸易组织发声、做相关方工作,敦促各成员遵守世界贸易组织规则、尊重世界卫生组织权威和专业意见,反对有关国家(地区)过度反应和施加不必要的贸易限制。
VII. Deepening the innovative development of trade in services. The role of the innovative development of trade in services for directing the orientation of funds shall be maximized, and the innovative development of qualified enterprises of trade in services shall be supported. The policies for holding non-commercial exhibitions overseas shall be effectively implemented and appropriate preferential policies shall be given to regions and enterprises that are seriously affected by the epidemic situation. Where foreign-related economic and technological exhibitions that have been approved by or filed with the Ministry of Commerce have been decided to be canceled or postponed due to the impact of the epidemic situation, the organizers may cancel the exhibitions or adjust the time on the unified platform of the Ministry of Commerce. Online examination and approval shall be comprehensively implemented for the administrative licensing items for two kinds of foreign-related economic and technological exhibitions.

   七、深化服务贸易创新发展。发挥服务贸易创新发展引导基金导向作用,支持符合条件的服务贸易企业创新发展。落实好非商业性境外办展政策,对受疫情影响较大的地区和企业适当予以政策倾斜。对于已在商务部审批或备案的涉外经济技术展览会,因疫情影响已确定取消或推迟的,申办单位可通过商务部统一平台取消办展或调整办展时间。对商务部实施的两种涉外经济技术展行政许可事项全面推行在线审批。
