| The Ministry of Housing and Urban-Rural Development, the State Administration for Industry and Commerce, the Ministry of Agriculture, the Civil Aviation Administration of China, the State Administration of Press, Publication, Radio, Film and Television, the State Forestry Administration, the State Intellectual Property Office, and the development and reform commissions, price bureaus, and finance departments (bureaus) of all provinces, autonomous regions, and municipalities directly under the Central Government: | | 住房城乡建设部、国家工商总局、农业部、中国民用航空局、国家新闻出版广电总局、国家林业局、国家知识产权局，各省、自治区、直辖市发展改革委、物价局、财政厅（局）： |
| For the purposes of promoting universal fee reduction, effectively easing the burden on enterprises and residents, stimulating market vitality, and promoting stable economic growth, it has been decided to lower the rates of certain administrative charges according to the requirements of the State Council on advancing the overhaul and reform of fees and charges. You are hereby notified of the relevant issues as follows: | | 为推进普遍性降费，切实减轻企业和居民负担，激发市场活力，促进经济稳定增长，按照国务院关于推进收费清理改革的要求，决定降低部分行政事业性收费标准。现将有关问题通知如下： |
| I. Beginning on October 15, 2015, the rates of 12 items of administrative charges collected by six departments, including the housing transfer processing fees charged by the departments of housing and urban-rural development and the trademark registration application processing fees charged by the administrations for industry and commerce, shall be lowered (see Annex). | | 一、2015年10月15日起，降低住房和城乡建设部门住房转让手续费、工商部门受理商标注册费等6部门12项行政事业性收费标准（见附件）。 |
| II. Beginning on January 1, 2016, the period for deferred and reduced payment of patent annuities to the state intellectual property department shall be extended: The period for deferred and reduced payment of patent annuities shall be extended to be six years after the issue date of a patent, instead of the current three years, provided that the requirements of the Measures for the Deferred and Reduced Payment of Patent Fees are satisfied and the deferred and reduced payment is approved by the Patent Office. | | 二、2016年1月1日起，延长国家知识产权部门专利年费减缴时限，对符合《专利费用减缓办法》规定、经专利局批准减缓专利费的，专利年费减缴时限由现行授予专利权前三年，延长为前六年。 |
| III. All regions and relevant departments shall strictly implement this Notice, and shall not for any reason delay or refuse the execution of the announced lowered rates of administrative charges. | | 三、各地区和有关部门要严格执行本通知规定，对公布降低的行政事业性收费标准，不得以任何理由拖延或者拒绝执行。 |
| IV. Price departments and finance departments at all levels shall strengthen the supervisory inspection on the implementation of this Notice, and according to the relevant provisions, punish those failing to lower fee rates as required. | | 四、各级价格、财政部门要加强对本通知落实情况的监督检查，对不按规定降低收费标准的，按有关规定给予处罚。 |
