On June 3, 2019, the Ministry of Transport (MOT) issued the Decision of the Ministry of Transport to Amend the Port Facility Security Rules of the People's Republic of China and the Decision of the Ministry of Transport to Amend the International Vessel Security Rules of the People's Republic of China, which should come into force on the date of issuance. The amendments to the Port Facility Security Rules mainly include that: first, port facility security certificates should be verified and issued by provincial transport (port) departments, and the duties and procedures for verification and issuance of the MOT and provincial transport (port) departments are adjusted accordingly; second, the requirements for reporting and sharing the administrative information on port facility security through the information system are added; third, the provisions on the supervisory inspection over the performance of duties of the provincial transport (port) departments by the MOT should be enhanced. The amendments to the International Vessel Security Rules mainly include that: first, the International Vessel Security Certificate is changed to be issued by a third-party vessel inspection institution and accordingly duties thereof are added; second, the work flow for a technical review of the Vessel Security Plan by a third-party vessel inspection institution is regulated; third, the work requirements for issuance of the International Vessel Security Certificate and the Temporary International Vessel Security Certificate by third-party vessel inspection institutions are regulated.
